Relationship with others: The Care and Treatment Specialist will work in close collaboration with the other Specialists, District Project Coordinator, and other relevant project staff.

The Agency for Cooperation in Research and Development-Uganda (ACORD-U), has had operations in Uganda since 1979. Currently, ACORD-U operates in more than 43 Districts across the country with thematic focus on; Health, Livelihoods, Climate change, WASH, IWRM, Research and Peacebuilding. ACORD-U recently received a grant from USAID for OVC activities in selected Districts of Western and Central Uganda. ACORD-(U) wishes to invite qualified and experienced individuals to apply for the following positions under the USAID OVC West Central Activity:

Job summary:

The Care and treatment Specialist will work with and support respective district and health facility teams in all locations to enroll all newly identified exposed infants and HIV positive clients (children, adolescents, mothers and family members) in care and on ART, and to provide high quality HIV Care and treatment services along the care continuum as per the revised national guidelines for HIV prevention, care and treatment through ongoing patient clinical assessments and management, data reviews and reporting, and applying quality improvement
approaches to close existing service quality gaps.

Key Duties and Responsibilities:

 Provide technical support to district District Teams and Health Facilities in development of guidelines, SOPs, protocols and dissemination of packages (protocols, guidelines, SOPs and related materials) for HIV prevention capacity building and support.

 provides strategic and technical direction to monitor and improve treatment outcomes for beneficiaries on PMTCT program as well as give technical guidance on effective ART monitoring for CLHIV, HTS and HIV sexual prevention programming and designs strategies for mobilization to increase service uptake at community and facility level.

 Strengthen coordination between OVC Program and clinical Partners, health Facilities and other Non USAID Partners case identification, linkages and referral Purposes

 Work with the district Linkages officers to participate in running of the HIV/AIDS clinics at supported health facilities including daily enrolment of all newly identified HIV positive infants, children, adolescents and adults.

 Work with health facility staff and Linkage Facilitators or counsellors to strengthen targeted HIV eligibility screening at all facility entry points and testing children, adolescents and adults eligible for the HIV test.

 Coordinate the tracking all new HIV positive clients in collaboration with community linkages structures and ensure their enrolment into care and on ART to completion.

 Support implementation of the Differentiated Service delivery models for HIV Care and treatment in the districts

 Lead in routine assessment and identification of capacity building and service delivery needs for ensuring quality services across the continuum of the HIV response for the implementing teams

 Participate in capacity enhancement activities including organizing tailored site mentorships to address performance and quality gaps, in accordance with project, and district-specific weekly, monthly and quarterly implementation plans

 Participate in support supervision, mentoring and coaching activities using the Quality Improvement approach in line with the national quality improvement framework

 Closely work with implementation teams to ensure that weekly, monthly and quarterly results are reported as per MoH, project and donor reporting guidelines, including ensuring quality of HIV data

 In collaboration with clinical Partners, facility and project staff monitor and support attainment of HIV Care enrolment, Care & Treatment Performance targets for infants, children, adolescents and adults as per the national guidelines.

 Work with facilities, district staff to plan and implement quality improvement activities to improve HIV testing outputs, enrolment into care and on ART, clinical services monitoring aimed at improved delivery of high-quality HIV continuum of services for infants, children, adolescents and adults.

 Participate in performance review mechanisms at national, district and facility level

 Participate in activities under other program areas as will be assigned by the supervisor

Qualifications, Experience and desired attributes:

 A Degree in Clinical Medicine with experience in clinical services delivery.

 Additional training in HIV/AIDS clinical management

 Knowledge in HIV/AIDS clinical management, including the current national guidelines for HIV prevention, care and treatment.

 Strong documentation, communication and inter-personal skills

 At least 3 years’ experience in managing HIV/AIDS services in clinical and community settings.

 Willingness to work in upcountry settings.
