QUANTITY SURVEYOR – 01 POSITION

 Objectives of the Assignment

The Quantity Surveyor shall ensure that Civil Works are delivered within the approved projects costs.

Scope of the Assignment and Key Responsibilities

The Quantity Surveyor shall perform the following duties:

a) Prepare or review the Bills of Quantities for Civil Works under the Project.

b) Prepare or review the Confidential Cost Estimates for Civil Works under the project.

c) Ensure that costs of Civil works are managed in accordance with the approved budgets and established practice.

d) Monitor and Manage the post-contract services performed under the Civil Works.

e) Ensure that Payment Certificates for the Project consultants are prepared and submit them to Procurement Specialist to initiate payment.

f) Prepare annual disbursement schedules for Civil Works.

g) Undertake scheduled site visits and participation in site meetings for the civil Works under the Project.

h) Contribute to the preparation of Monthly and Quarterly Project Progress Reports;

i) Contribute to the regular performance appraisals of the Project Consultants and Contactors to ensure they are in line with their Terms of References.

j) Participate in the appraisal of the Project to ensure that the Key Performance indicators (KPI’s) of the Project are achieved;

k) Ensure the project records are well kept and maintained for completeness and safety.

l) Provide advice to the Health Infrastructure division on all QS related issues.

m) Perform any other duties as may be assigned from time to time

Qualifications and Experience

a) The applicant should be a Ugandan National with either a Bachelor`s Degree in Quantity Surveying or Building Economics or its equivalent from a recognized university.

b) Registration with the Surveyors Registration Board is an added advantage.

c) At least ten years of experience in Quantity Surveying with demonstrated capacity to handle big civil works projects.

d) Experience working with Government of Uganda and or Development Partner Funded Projects.

e) Computer knowledge in AutoCAD, Excel, Word, Power Point are mandatory.

f) High level of interpersonal and management skills and ability to work with teams at all levels.

Reporting

The Quantity Surveyor will report to the Project Coordinators of Uganda Reproductive Maternal and Child Health Services Improvement Project (URMCHIP) and Uganda Covid-19 Response and Emergency Preparedness Project (UCREPP) and will work under the supervision of the Assistant Commissioner Health Infrastructure, of the Ministry of Health.

DUTY STATION

All positions will be based at the Ministry of Health Headquarters in Kampala.

TIME FRAME

The assignments shall be for a period of 17 months subject to probation period of 6 (six) months, and renewable subject to satisfactory performance.
