Overview:
URC is seeking experienced Monitoring and Evaluation Advisor for Bugisu (Mbale) for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.
Responsibilities:
The M&E Advisor is responsible for providing technical support to USAID UHA technical teams and district teams in establishing & maintaining a robust and functional Monitoring & Evaluation System including family health, community, health systems strengthening (HSS) components and above site PEPFAR support. This role will be under the supervision of the Regional M&E Advisor.
Specific responsibilities include the following:
• Working with the Regional M&E Advisor, support the implementation of the project performance-monitoring plan, ensuring adherence to the donor’s M&E guidelines throughout the project.
• Build capacity of project technical teams, regional referral M&E staff, district data officers and medical records assistants on key M&E aspects including data management.
• Provide above site support to PEPFAR local partners in M&E.
• Initiate technical review meetings together with technical advisors on a routine basis to review performance by technical area.
• Mentor and coach health facility staff in data management.
• Working with the Regional M&E Advisor, support routine data quality assessments and implement relevant actions.
• Support teams with routine analytics and utilization of the automated UHA dashboards.
• Support data utilization at district and health facility level.
• Working with Regional M&E Advisor, initiate, and conduct community level surveys (i.e. LQAS) to inform measurement of community level indicators.
• Participate in the planning for dissemination and lessons learned and present results of program achievements and outputs.
• Participate in quarterly, semi-annual, annual project report compilation.
• Provide Technical Assistance to the districts to quantity for HMIS2 tools and work with cluster M&E staff to ensure timely distribution of HMIS tools.
• Participate in the revision and development of annual workplans.
• Any other duties assigned by the supervisor.
Qualifications:
Required Experience and Qualifications
• Bachelor of Statistics, Economics, or related field
• Masters in demography/Population studies, Public Health, epidemiology, Statistics or post graduate training in M&E will be an added advantage.
• Minimum of 8 years leading M&E for large health system strengthening and/or service delivery programs.
• Experience with DHIS2 or similar health management information systems.
• Expertise in qualitative and quantitative research and evaluation methodologies.
• Knowledge of current M&E, impact evaluation assessment trends, methodologies, and resources
• Proficiency in use of Microsoft Office products, as well as data analysis software (e.g. STATA, SPSS, EPI INFO, etc.).
• Familiarity with the various government-led reporting and data collection systems.
• Strong written and oral communication skills with a demonstrated ability to review, synthesize information and produce quality reports.
• Experience with data collection methods and management of information systems.
