Project background
PALM Corps in collaboration with eight partners have secured funds from the master card foundation to implement a four-year program dubbed the Refugee and Host Community Youth Empowerment and Transformation Initiative (RETI) program. This program seeks to address unemployment challenges faced by young people in 15 refugee-hosting districts in Uganda. The program will directly reach 100,000 (60% female) and aims to transition 70,000 (60% female) young people into dignified work. The program will be implemented through a consortium of nine (9) partners, including three universities namely, Muni (Lead partner), Gulu, and Bishop Stuart; and six non-university partners, namely, Finn Church Aid, Dan Church Aid, Community Empowerment for Rural Development (CEFORD), PALM Corps, Meeting Point Kitgum (MPK), and Young African Refugees for Integral Development (YARID). PALM Corps will implement the program in Adjumani, Obongi, and Lamwo Districts targeting 8,000 youth over the four-year program period.

Functions of the Business & Employment Services Officer
The business and employment Services Officer is responsible for the day-to-day implementation of business development services, connection of the youth to the job market and access to market opportunities, and linkage with the financial market within the districts of operation.

Duties and Responsibilities
Technical
• Collect and regularly update data on private sector/SMEs involved in the targeted trades of youth skilling.
• Facilitate business relationships between youth groups, financial opportunities, and SMEs offering employment opportunities and financial services.
• Support in the development of business cases/plans for selected trades of the youth.
• Coach and mentor selected youth in the adoption of good business management practices including record keeping, customer care, stock management, business planning, and linkages to market and finance.
• Participate in platforms that aid learning, sharing, and advocacy initiatives among youth skilling partners.
• Lead in designing and implementing appropriate training strategies.
• Promote VSLA among the youth groups

Assessment and reporting
• Assist in designing baseline surveys, and different monitoring, and reporting tools.
• Participate in beneficiary profiling, beneficiary registration, and baseline-end-line assessments in liaison with the PMU of the project.
• Support the establishment of a database for all project activities to regularly monitor and evaluate their activities.
• Support analysis of the performance of the activities and provide inputs/recommendations on activity improvement.
• Consolidate monthly and quarterly project reports according to donor requirements and submit them to M&E and Program Manager for review.
• Write success stories and articles to be published on the organizational website (website & Facebook) after approval from the Program Manager.
• Ensure all necessary documentation and accountabilities regarding the project are handed in on time by project officers.

Coordination
• Coordinate all market linkages training under the project.
• Coordinate with private sector players to link youth for placement, job market, and market linkages.
• Coordinate with relevant LG departments and authorities for youth to get technical support to position them for linkages.
• Participate in different coordination meetings (Sector, Settlement, district, and UNHCR)

Qualification and Experience
• Bachelor’s degree in Agribusiness, agriculture, agricultural economics, Business Administration, Cooperatives, or related field.
• At least 3 years’ practical experience in a successful similar position.
• Previous work with a busy multi-sectoral setting/programming.
• Previous work in a refugee setting.
• Strong communication skills (written and oral) in English.
• Ability to exercise sound judgment and make decisions independently.
• Extremely flexible with the ability to cope with stressful situations.
• Excellent reporting skills with good oral and written communication skills
• Culturally sensitive.
• Fluency in written and spoken English.
• Knowledge of the local Area, local context, and language is an added advantage.
