JOB DETAILS:
The main objective of the Uganda Eye Health Systems Assessment is to provide a comprehensive assessment of the key health system functions as they relate to eye health and their interactions in the country, based on the World Health Organization’s (WHO) health systems strengthening building blocks. The focus will be on examining all components of the eye health care delivery system to provide a basis for targeted programmatic work aimed at improving outcomes for eye conditions in the country.
The study will be conducted in two connected parts – the first part focussing on a systematic desk-based review of documents (print or electronic), analysis and interpretation of data.
Responsibilities
Expected Deliverables
• An implementation plan developed and shared with investigators
• Defined record of all retrieved documents for inclusion capturing numbers, labels etc
• Detailed reporting on coding and analysis
• Preliminary report
• Final report for the document analysis component
Schedule of payment
Mode and timing of payment as agreed by Sightsavers and the consultant at interview and subject to milestones being reached which will be discussed with the project manager at interview stage

About You: Experience or Qualifications
• Proven track record and expertise in Health Systems Research (HSR), PhD preferred
• A Senior Researcher with substantial experience leading and conducting HSR studies within Uganda
• Excellent written and analytical skills
• First class presentation and written reports
• Extensive experience building relationships with MoH/District Health Officers/Professional Society representatives to facilitate access to documentation (print and electronic) relevant to the study
• Knowledgeable and sensitive towards technical and political negotiations required to access relevant health documentation and datasets
• Proven ability to prepare compelling presentations and written reports is required
