JOB DESCRIPTION

The Norwegian Refugee Council (NRC) is present in five regions in Uganda, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood & Food Security, Protection and ICLA (Information, Counselling and Legal Assistance).

Being an employee of the Norwegian Refugee Council (NRC) in Uganda the Consortium Finance Coordinator is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

RESPONSIBILITIES

  1. Ensure that all required NRC and donors financial management policies, systems, procedures and standard forms are in place to enable adherence to the generally accepted accounting practices and standards
  2. Carry out overall coordination and verification of all payment vouchers/other documents for the partner
  3. Ensure that all procurements, payments and other transactions are in line with donors’ financial guidelines, rules and regulations for procurement, accounting and reporting
  4. Maintain overall NRC consortium funds budget control and monitor cash flows and expenditures relating to the projects.
  5. Undertake the day to day responsibility for all NRC consortium financial and grant management issues.
  6. Be the focal point for NRC consortium projects budget preparation, monitoring and budget revisions including the downstream partner.
  7. Assist the NRC consortium Project staff in translating their work plans into budgets in accordance with the Project budget.
  8. Prepare NRC consortia financial Interim Reports in collaboration with the FC/FM as required by the donor.
  9. Receive and verify the interim and final financial reports from implementing Consortium members.
  10. Prepare NRC and consolidated consortium financial reports in accordance all  donors requirements
  11. Attend the major Procurement/Bidding Committee meetings related to consortium funded projects
  12. Conduct training in budget monitoring, Anti-corruption NRC led consortium projects financial and procurement regulations for relevant NRC and Consortium staff members
  13. As per donor’s requirement, prepare monthly, quarterly and interim reports for consortium projects.
  14. Share lessons learnt and good practices between the consortium members on financial and grants management
  15. Any other duties assigned by supervisor.

QUALIFICATIONS

  • University degree in Accounting and Finance
  • Certified Public Accountant (CPA), Associate of the Chartered Institute of Certified Accountants (ACCA) or equivalent
  • At least 5 years of financial and grants management experience in an INGO. Experience of managing consortium project will be an added advantage.

Context/ Specific skills, knowledge and experience: 

  • Understanding of issues in complex emergencies and crisis contexts
  • Ability to work with stress and under high time and other pressure
  • Excellent ability to work independently with very limited supervision
  • Fluent in English, both written and verbal
  • Excellent working knowledge of Excel and standard accounting packages
  • Willingness to travel on a regular basis to all areas where the funded project are implemented.
