Background

Enabel in Uganda will be implementing a new Country strategy 2023-2027.

The overall objective is of the interventions is that “Young people and women in Uganda develop into active, economically independent citizens in a sustainable society that respects human rights and ensures quality basic services’’.

Within this context, Enabel is seeking to recruit 1 (ONE) Refugee Expert to support the different projects in this thematic area inorder to achieve the specific objectives of the country portfolio and the intervention.

Job Description (Major Roles and Responsibilities)

  • You support the organization and facilitation of inclusive solutions activities that address the specific barriers of refugees and displaced people and provide strategic guidance on the implementation of these solutions;
  • You support the development of an inclusive capacity building curricula and pedagogy training focusing on the specific needs of refugees and displaced people;
  • You strengthen multi-actor co-ordination as well as planning,monitoring and inclusion of refugee needs and opportunities to nourish local programming;
  • You identify the most relevant tools to enhance refugees inclusion through Enabel’s projects and train Enabel teams on their use.

Required Qualifications

  • Master’s degree in Social Sciences, Human development, Refugee & Humanitarian/nexus-related studies, migration, political and international affairs, geography, anthropology, Law, Human rights, Economics or other areas closely relevant to the position.

Required Knowledge and Experience

  • At least 6+ years of demonstrated professional experience in programme management, monitoring and evaluation, policy development, etc. with a strong focus on refugees’ inclusion, social cohesion and representatively of vulnerable or marginalized groups, including in Uganda (from a development perspective);
  • At least 4 years’ relevant work experience in working on human mobility and/or refugees’ inclusion;
  • Knowledge and understanding of the UNHCR 1951 Convention relating to the Status of Refugees, the 1967 Protocol and the refugee and humanitarian law;
  • Knowledge in Uganda’s human mobility context;
  • Experience in data analysis & knowledge management for public policy programming;
  • Experience in the field of disability inclusion;
  • Ability to apply participatory & inclusive methodologies and demonstrated experience in participative & inclusive community engagement & representation mechanisms, including with civil society actors.
