Program Accountant

Job Purpose

Will work under the USAID OVC North East Activity implemented by UWESO, to prepare and maintain important financial reports.

Prepare tax returns and ensure that taxes are paid properly and on time. Evaluating financial operations to meet recommended best practices.

Reports to: Finance and Operations Manager

Supervises: Finance Officers

Location: The position is based in Mbale with Frequent travels to the USAID OVC North East Activity Operation Area.

Key Duties and Responsibilities:

  • Review and processes expense submissions/reconciliations, and process field office payments.
  • Support proposal budget preparation, working with the program team.
  • Support management of program resources, supervise administration of accounts and follow up budgets and expenditures.
  • Preparation of budget revisions.
  • Determination of unutilized funds.
  • Financial Management of the project and providing follow up at regional level.
  • Ensure consolidation, reporting and analysis of financial and accounting data for the project.
  • Work closely with procurement Officer for purchasing of equipment and supplies for the program.
  • Preparation of monthly bank and mobile money reconciliation statements for review by the Finance Manager.
  • Review monthly fuel consumption reports, vehicle repairs and maintenance and asset register.
  • Support project manager and officers with project narratives in relation to expenditure and financial risks.
  • Ensure that project cash flows are managed in a timely and accurate manner.
  • Manage the day to day finances, including processing invoices and following up on payments.
  • Manage the external audit and ensure audit requirements are monitored throughout the project.
  • Work with the Project team to ensure that audit recommendations are fulfilled
  • Ensure that all financial documents are properly stored and archived.
  • Prepare timely and accurate financial reports as required by the Project management team.
  • Any other duties as may be required from time to time.

Competencies:

Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel)

Excellent written and verbal communication skills in English Preferred/Desired Profile:

Highly organized multitasker who works well in a fast-paced environment.

Academic Qualifications:

Bachelors Degree in Finance and Accounting, Commerce of Business Administration, with at least one of the two qualifications of ACCA or CPA.

At least 3 years relevant technical and business work experience.

Extensive Computer knowledge in Microsoft Excel, Vision Excel, Word, PowerPoint, Navision Accounting and Access is required.

Must have proven knowledge of Generally Accepted Accounting Principles and Internal Control Procedures.

  • Written and Oral Communication skills are essential, and the incumbent must be a team builder, who is able to work successfully in a multicultural environment.

  • Experience of working in the field(communities)
  • Knowledge of project management and project cycles
  • Additional professional qualifications
  • Ability and willingness to travel in Rural places.
