Overview
Research Triangle Institute (RTI) has over 30 years’ experience assisting governments, communities, and the private sector. As a non-for-profit, independent research institute based in North Carolina, USA, RTI has roughly 5,000 employees with global experience implementing international development projects.

RTI’s Agriculture, Water, and Environment (AWE) division is tracking an anticipated USAID/Uganda WASH Activity that is expected to be released in 2023.

Gaps in sanitation and drinking water services are large throughout Uganda. Population growth, lack of financing, governance challenges, and swelling refugee flows have all contributed to demand for water and sanitation infrastructure that outpaces service provision rates. Only 32 percent of Ugandans have access to a basic water supply, while 19 percent have access to basic sanitation and seven million Ugandans practice open defecation. The projected objective of the anticipated USAID/Uganda WASH Activity is to increase access to water services, sanitation, and hygiene. RTI is seeking qualified candidates for a Chief of Party role on this anticipated Uganda WASH opportunity.

Responsibilities
• Provide overall Project leadership, direction, and supervision, including oversight of staff, consultants, and partners, monitoring and evaluation, and program implementation.
• Oversee and is accountable for all project deliverables, including the completion of all technical requirements and project results, in accordance with the project work plan.
• Provide oversight of the project’s operational, financial, and administrative priorities; maintain internal controls; provide support to the planning and budgeting processes.
• Establish and maintain productive working relationships with stakeholders at the international, national, and community levels. Serve as the primary liaison between RTI headquarters, the Government of Uganda, USAID/Uganda the Project partners, and other national and international donors, including private sector actors, and organizations involved in the sanitation sector in Uganda;
• Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles.
• Create or adapt management systems in accordance with RTI’s standard operating procedures, ensuring consistency with project needs.
• Facilitate a learning culture and using data to plan and adapt program strategy and activities.
• Oversee the preparation of quarterly and annual project activity reports, monitoring and evaluation reports, and other deliverables as specified in the agreement. Lead the development of high-quality documents for submission to USAID.
• Contribute to the national dialogue on strategies and policies to improve water, sanitation, hygiene, nutrition, and health.
• Supervise and mentor senior staff, clarifying roles/expectations and delegating responsibilities as appropriate.
• Clearly communicate performance expectations to staff. Guide team members to achieve the strategic goals and objectives of the project.

Qualifications
• Bachelor’s degree and 15 years of experience, or master’s degree and 12 years of experience, or PhD and 8 years of experience, or equivalent combination of education and experience.
• Ten (10) years of progressively responsible experience and expertise on projects focused on the water and sanitation sector and established local networks in Uganda and/or East Africa.
• Eight (8) years of leadership experience on international donor-funded programs of similar size with strong skills in strategic planning, management, supervision, procurement, and budgeting. USAID experience and experience with market-based sanitation (MBS) preferred.
• Five (5) years of substantive experience working with counterparts at various levels of government, private sector leaders, and other stakeholders in strengthening civil society engagement, capacity, and participation in water resource management in Uganda and/or East Africa.
• Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
• Proven ability to work under pressure and with multiple concurrent demands.
• Knowledgeable and experienced with international development contracting policies and procedures, preferably USAID.
• Fluency in written and spoken English and exceptional communication and interpersonal skills.
• Ability to travel and work throughout Uganda.
