Abt Associates seeks a qualified Finance, Compliance and Administration Director for an upcoming USAID/Uganda Feed the Future opportunity. The position is based in Kampala, Uganda. Key Roles and Responsibilities
Under the supervision of the Chief of Party, the Finance, Compliance and Administration (FCA) Director is responsible for overseeing financial, contractual, operations, and personnel activities to meet program objectives. The FCA Director will support the COP in representing the project to and building relationships with partner organizations. This will include, but is not limited to the following:
- Establish an administrative framework to monitor and assure progress toward achievement of the project’s goals and objectives.
- Plan and direct project schedules and monitor budgets and spending. Organize activities to ensure completion of the project on schedule and within budget.
- Provide ongoing financial administration to the project, including approvals of purchase requisitions, consultant agreements, and vendor invoices.
- Supervise all administrative, finance, IT, grants, and project support staff.
- Manage the project budget and ensure the submission of timely and accurate program, financial, and procurement reports.
- Provide guidance and training to managers and staff to achieve project goals. Orient project staff to ensure their familiarity with program objectives, the project’s policies and procedures, and quality standards.
- Carefully maintain electronic and physical filed of all payments made to vendors and subgrantees organized and up to date.
- Maintain Bank Accounts.
- Conduct Brown Bag session to build and maintain the financial capacity of both technical and operations personnel.
- Support the development, execution and management of local subcontractors and consultants’ agreements.

Preferred Qualifications
- Master’s Degree and 10-12 years’ experience supporting and managing USAID contracts, local subcontractors, programs, and grants
- At least 10 years of progressively responsible experience in professional financial analysis, accounting, or auditing, preferably with an international organization or accounting firm.
- Proven expertise in USAID Federal Acquisition Regulations (FAR) for financial, contractual, personnel, and programmatic activity management. Familiarization and on-the-job training on US Government accounting and financial management
- Excellent English language speaking, reading, and writing skills
- Working knowledge in QuickBooks highly desirable-Working knowledge of accounting software package -Preferably QuickBooks
- Strong budgeting, expenditure tracking and forecasting experiences
- In country tax management experiences related to the implementation of USAID funded projects highly desirable
- Experience and understanding of Generally Accepted Accounting Principles (GAAP), Financial Reporting, Accounting systems.
- Ability to work in a fast-paced environment to meet deadlines
- Experience working with mobile money and performing monthly reconciliations.
Minimum Qualifications
Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
