This position will provide the overall leadership in the development and implementation of strategies to deliver quality Gender in Education transformative project interventions, implementation , monitoring in humanitarian and development programming. This way contributing to the achievement of Plan International’s Global Policy on Gender Equality and Inclusion,  Global Strategy and the Uganda Country Strategy.

Role Dimensions;

  • Provide technical support and coordination in  project design, research, implementation, monitoring, evaluation and documentation  for gender  in  Education transformative programming and reporting.
  • Provide Gender technical leadership to Education projects and in the roll out of Education in Emergency approaches and Tools in line with Plan’s Gender Transformative Education Programming and project guidelines.
  • Provide gender  technical  capacity building to the project implementation Teams and Partners.
  • Review of content to ensure gender and inclusion awareness, and develop sessions for Training guides/ Facilitator guides.
  • Provide technical support to the MoE Gender Unit and make presentations on gender during Coordination meetings.
  • Participate in internal and external Gender in Education related meetings and capacity building platforms.

Accountabilities

  • Provide technical support for overall planning, integration and implementation of gender strategies and Gender transformative programming Approach in Education projects for effective  gender outcomes.
  • Provide gender technical support to Project Managers and Gender coordinators to operationalize and roll out gender transformative tools including Education in Emergency Gender tool kit, Gender Transformative Marker and the IASC Gender and Age Marker among others.
  • Contribute to the capacity building of Plan International Uganda staff and partners on gender Equality in emergencies and localization of gender sensitive issues to ensure effective implementation of Gender equality at workplace and projects/programs
  • Initiate and  participate in the process of organizational  gender gap analysis for Education in emergencies at the Country Office and  Programme levels in partnership with the Technical Advisor Gender and Inclusion.
  • Monitor, analyze and participate in the quarterly and Annual Gender Equality and Inclusion reporting processes and support documentation of lessons learned.
  • Support preparations and conducting of  gender in Emergency related studies, assessments or researches and strategies.
  • Develop gender and inclusion criteria for use in pilots, activity implementation and pre-assessments.
  • Regularly review the results of education research, monitoring, evaluation, and learning activities to identify key areas of action to support the designing of  impactful interventions.
  • Participate in  Annual Gender and inclusion Reviews and quarterly Gender Task force meetings
  • Participate in interagency coordination meetings and other education forums  at National level and and share best practices on gendertransformative Education programming.

Safeguarding, Gender Equality & Inclusion

Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Dealing with Gender dynamics:

  • Dealing with gender myths, stereotypes, discriminative practices and Languag at all levels.
  • Creating awareness among staff and consortium partners on negative gender norms, discriminatory practices.
  • Supporting teams to develop practical and tactical responses to negative gender norms in Education in emergency and among staff, partners and communities.
  • Ensure the organization is compliant with the Global gender policy,  Safeguarding policy especially on issues of sexual harassment  and protection against violence for children and staff in an emergency context.

Key relationships

  • Technical Advisor Gender and Inclusion: Work hand in hand with to ensure a strong Gender transformation in programmes and workplace are achieved. Reporting on issues to be addressed on challenges faced at programme area level
  • Gender coordinators and the Gender Taskforce: Providing directed technical support to enable them deliver and produce quarterly and annual work plans and reports.  .
  • Technical Advisor; Education; Working in partnership to ensure Gender in Education projects deliver Gender transformative outcomes.
  • Project Managers-: Provide support  to the team to effectively ensure gender transformative programming is implemented across all projects.
  • MEAL coordinators and officers – In rolling out Gender Transformative Education approaches and models, EIE GenKit tools, support the development of monitoring and evaluation  of gender indicators on for project and documentation of success stories
  • CNO Project Gender contact persons; Coordinatoing and providing responses to CNO and regional Offices and when required

Technical expertise, skills and knowledge

Knowledge, experience & Education:

  • Bachelor’s degree in Gender studies, Development Studies, Social Sciences or any relevant field.
  • Post graduate training in Gender and Development, project planning and management  is an added advantage.
  • At least 5 years experience in Gender in education programming, Development and implementation of Gender programs in Humaniatrian or emergency setting with an INGO
  • Demonstrated  Knowledge in  facilitating gender capacity building trainings for staff and key stakeholders.
  • Good knowledge working in Gender in Education programming and sector structures/ systems.
  • Demonstratable knowledge in gender analysis and application of tools like the gender Marker, gender kit.
  • Hands on knowledge on application of  gender in Education policies and legal frame works

Skills required:

  • Capacity to conduct gender Audits and analysis.
  • Gender Transformative programming skillls
  • Capacity to deal with people of diverse cultures.
  • Good communication and interpersonal skills.
  • Strong advocacy and lobbying skills.
  • Demonstrated skills and experience in proposal development and report writing
  • Computer literate (Microsoft office)
