1. Position: Grants and Partnership Manager
Reports to: Head of Programs
Location:  Head Office- Munyonyo  (1 person)

Grants and Partnership Manager will contribute to achieving quality programming by ensuring effective grants management including internal and donor compliance requirements, timely and quality reporting, as well as proposal development.

Duties and Responsibilities 

  1. Manage and/or put in place mechanisms for budget management, control and expenditure monitoring.
  • Develop a risk identification strategy to profile each grant.
  • Support and participate in the process of budget preparations with prospective donors, partners and internally with staff.
  • Develop budget monitoring templates that simplify reporting, monitoring and control of all budgets.
  1. Work closely with the Finance Manager to prepare variance reports and to monitor budget performance including funds utilization in accordance with approved work plans across all projects.
  • Support accounting and program staff to be able to monitor budgets and expenditure trends in a timely manner, pointing out high-risk budget areas.
  • Support field office to priorities focusing on high impact areas such as capital costs, training early on in the budget cycle.
  • Work closely with the Head of Programs, Director Knowledge Development & Innovation and other program focal points to ensure that all work plans are supported by a realistic budget at all times.
  • Support focal points and projects under your support to prepare and analyze variance reports in a timely manner
  1. Ensure compliance with grant conditions and build the capacity of field offices (both finance and non-finance staff) in adhering to such conditionality’s agreed upon.
  • Provide guidance to program and support colleagues on donor compliance and maintain donor information in internal grant management systems up to date, ensuring donor templates are readily available.
  • Organize and file all grant agreements in good order and discuss all conditionalities with respective project budget holders.
  • Ensure that any adjustments to budgets are approved by the Country Director and donor authorization is sought ahead of time. Also, inform donors on steps taken to meet all conditionalities.
  • Keep track of all donor reporting templates and formats and support field offices and HQ staff to be familiar with using these formats.
  • Track all reporting deadlines for each donor and ensure that staffs are aware of these dates and adhere to them.
  1. Track, update, document, and post into the ledger all funds remitted / transferred in favour of
  • Record all the grants and funds that have been remitted by the donors and partners.
  • Ensure that receipt and allocation of funds is well documented for accountability purposes.
  • Post all details of the allocated funds in the appropriate ledgers and update where necessary
  1. Strengthen compliance and enhance internal controls systems, support and build capacity of Finance & Administration Officers in budget monitoring and regulation.
  • In his/her compliance role, the GPM will support all field offices to adhere to the TPO Uganda finance policy and manual Policies, agreements with donors, applicable laws and regulations etc
  • Ensure that all external and internal audit findings are duly implemented and followed up.
  • Prepare a compliance checklist and ensure that focal points run this checklist on all reports received.
  1. Oversee the TPO Uganda partnership policy and management of sub-grants to partners.
  • Review, finalize and disseminate the TPO Uganda Grants Management policy.
  • Develop a capacity building plan for mentoring and strengthening finance capacity of TPO Uganda partners and sub-grantees.
  • Identify and track relevant upcoming funding opportunities – through advance intelligence gathering, partner relationships, and other available resources.
  • Support partners to report on time and where need be represent sub grantees to back donors.
  • Periodically conduct organizational capacity assessments and evaluations.
  1. Consolidate and prepare timely accurate financial donor reports in line with donor guidelines and TPO policies and procedures.
  • Support with capacity building of staff on donor rules and regulations, including update of donor rules and regulations handouts and reporting template
  • Review and verify projects financial information from the implementing partners for accuracy, and completeness against set projects guidelines and TPO policies.
  • Monitor donor reporting deadlines for each project and communicate them to all project staff to ensure financial and program reports are submitted for consolidation on time
  • Lead on the development of high-quality reports, ensuring consistency between narrative and financial reports.
  • Input financial information including income remittances and expenditures partners into the Dynamics systems

Job Purpose

The purpose of this position is to provide assistance to the Finance & Administration Officer in relation to procurement, administrative and logistical roles. The Procurement & Operations Manager will offer technical guidance when the need arises.

Qualifications

  • Master’s degree in accounting, Finance, Business Studies, Economics, or Professional qualifications in Accounting and other related fields.

Experience

  • Minimum five years demonstrable experience managing partner sub-grants and interacting with donors on complex multiple grants of which two years’ experience should be at senior management level.

Competencies

  • At least 5 years of relevant experience in a related field.
  • Experience of donor relations and grants management.
  • Good understanding of donor rules and regulations.
  • Skills and experience in report and proposal writing.
  • Good personal organizational skills including time management and ability to meet deadlines and work under pressure.
  • Good communication and interpersonal skills.
  • Strong organizational and team working skills.
  • Highly approachable trustworthy and confidential.
  • Holds self-accountability for making decisions, managing resources efficiently and holds the team accountable to deliver on their responsibilities.
  • Strong analytical skills
  • Excellent computer skills especially Excel;
  • Budgeting and forecasting;
  • Cash-flow management;
  • Mentorship and skills building for partners;
  • Communicating budget information with clarity;

Self- motivated, problem solving and able to work under minimal supervision
