Position: Multisector Livelihood and Food Security (LFS) Officer

Reports to: Multi Sector Coordinator

Supervision of: None

Duty station: Arua

Travel: 10%

Duration and type of contract:  Fixed, 12 Months

  1. Role and responsibilities

The purpose of this position is to contribute to the Multi-Sectoral (Mobile Team) mandate for West Nile, working closely with the Multi-Sector Coordinator

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure project compliance to NRC program policy guidelines (SOP’s) and M+E Frame work, country, Regional and Global strategies etc.
  2. Liaise with community leaders, government structures during registration and verification of beneficiaries.
  3. Participate in capacity building trainings and workshops organized by NRC, government and other partners at the District and grass root level.
  4. Monitor Cash transfer and agricultural food production activities.
  5. Participate in distribution of project inputs e.g. Cash Transfer, Agro/Small Business materials to the target groups.
  6. Gather impact stories for program documentation/Reporting.
  7. Prepare and file relevant documents as required by line manager e.g. Purchase requests, Project Reports, Goods Received notes, Distribution reports etc.
  8. Carry out data collection as required for M+E Reporting.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention.

  1. Mobilize and sensitize communities on Agricultural food production, cash transfers programing, Micro small scale business Establishment, Protection and Nutrition etc.
  2. Participate in the selection and Recruitment of beneficiaries targeted to benefit from the program with guidance of the beneficiary selection criteria and ensuring proper profiling of beneficiary data base.
  3. Organize and train beneficiaries ‘on agricultural production, Selection, Planning and management of micro small scale businesses enterprises, cash transfer etc.
  4. Develop work plans, distribution plans for all project inputs meant for Distribution to target beneficiary groups.
  5. Regularly collect accurate project related information/Data for submission to the M+E for reporting.
  6. Ensure Weekly, monthly, quarterly, and Annual documentation of project Reports for submission to the supervisor.
  7. Represent NRC in coordination meetings organised both at the District and settlement levels with other Key stake holders including OPM, UNHCR and the District Production Department.
  8. Carry out additional tasks assigned by the line supervisor

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  1. Multi Sector Mobile Team
  2. Other Core Competencies namely ICLA, Education, WASH, and Shelter for programme. integration and referrals.
  3. Procurement, logistics, Finance and HR.
  4. Monitoring and Evaluation (M&E) department.
  5. Security and Access.

  1. Competencies 

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:

  • The incumbent should hold a Degree of Agribusiness/Social Sciences/Adult and Community Based Education/Cash Programming, Community Rehabilitation, Development Studies.
  • Experience working in a project implementation position in a humanitarian/recovery context
  • Previous experience from working with Cash & Voucher Assistance systems and tools (market assessment, cash monitoring…)
  • Documented results related to the position’s responsibilities
  • Skills and knowledge of market analysis and cash based interventions, Livelihoods and Food Security.
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Minimum 5 years of experience working on Cash and Livelihoods/Food security project implementation position in a humanitarian/recovery context.
  • Experience with community-based projects/activities
  • Experience with multi-sectoral and integrated Cash and Livelihoods programming
  • Professional knowledge of cash transfer modalities/systems.
  • Experience with early recovery /reconstruction projects is an asset.
  • Experience working with vulnerable groups in particular IDPs; Persons of concern, able to demonstrate conflict-sensitivity, compassion, discretion and protection aspects.
  • Skills in monitoring and evaluation would be beneficial.
