Position: Field Office Coordinator (Yumbe and Adjumani)
Reports to: Area Manager
Supervisor of: All Support Staff in the Said Locations

- Role and responsibilities
The purpose of the Field Office Coordinator is to run the day to day support functions at a field office.
The following is a brief description of the role.
Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
- Manage support staff at field office level
- Manage day to day HR & Admin, finance, logistics and security tasks of the field office
- Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines
- Ensure adherence to Security and Risk Management policy and procedures
- Coordinate and assist with budgets and costs for the field office’s shared costs and support functions
- Provide support in the training and development of staff
- Provide support to project implementation at field office level
- Coordinate representation meetings with the UN, partners and authorities
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
The purpose of the Field Coordinator is to coordinate the support and program functions at Field level and load- off the Area Manager on monitoring operations.
- In charge with the support of the all stake holder’s relationship/coordination management with the area with the support of the Area manager and Core Competency (CC) coordinators
- In charge of the programs support functions/access for programs related/security within his or her area of operations with the guidance of the area manager
- In charge of internal and external representations meetings with the support of the Area Manager in his or her area of operations
- In charge of the bases over all operations managements in the absent of the area manager/Act as NRC representative at field level with the backup of the Areas manager
- Ensure that all organizational policies are understood and being followed by NRC staff in the field location. This include financial, Human resource, security, logistics, standard Operational procedures and Employee Terms and Conditions.
- Oversee and coordinate the management of the Yumbe and Adjumani support budgets and perform Executive monitoring of the program budget, and ensure sufficient budget management tools are in place for the field office.
- Participate in reviewing and updating Area programme in accordance with the changing needs of host community and refugees in Yumbe and Adjumani.
- Participate in the Grants Opening Meeting, after action review meeting, quarterly review meeting and ensure the project cycle management is followed by all CC with the project location.
- Ensure strong donor compliance, Monitoring and Evaluation (M&E) and quality control procedures are understood and entrenched in all Core Competency projects and honestly raise challenges and issues faced at the field level to Project Manager /Project Coordinators and Area Manager.
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
- Support function: HR, Finance, Logistics managers at country and area level
- Security: Security adviser at country level
- Programmatic operations support: CC project managers, CC Project development Managers
Scale and scope of position
Staff:
Numbers and titles of staff directly managed by the postholder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit (e.g. 5 project officers and 2 education assistants, 34 staff in total)
Stakeholders:
Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies)
Budgets:
List of budgets covered by post-holder, and size of budget
Information:
Brief description of the information resources the postholder is responsible for at CO level (e.g. GORS, Agresso, Webcruiter, Intranet)
Legal or compliance:
Brief description of any legal or compliance responsibility the postholder has (term of employement, vendors, donors)

Context/ Specific skills, knowledge and experience:
- The ideal candidate for the Norwegian Refugee Council (NRC) Field Coordinator job must hold a Bachelor’s degree or equivalence is required.
- Post Graduate or Masters Qualification will be added Advantage
- At least five years of experience from working as a Project or Support Manager in a humanitarian /recovery
- Documented results in supporting smooth Project Implementation from start to closure
- Previous experience from working in complex refugee or internally displaced context required
- Experience with start-up and development of transitional programs from emergency to development
- Experience in setting up emergency operations
- Fluency in English, both written and verbal
- Valid driver’s license
- Knowledge about own leadership skills/profile
- Knowledge of the context in Uganda in particular West Nile
