The Forestry Program Manager will oversee and manage the technical forestry programs of the USAID/Uganda Biodiversity for Resilience Activity (B4R). The B4R support is aimed at strengthening National Forestry Authority (NFA) Central Forest Reserves’ (CFR) operational capacity in forest landscape management in seven clusters of CFRs in the Karamoja and Achwa Ranges, as well as Kalinzu and Budongo CFRs. Key targeted areas include: improved landscape level coordination among NFA, UWA, Local Government Authorities, and communities; established capacity of Collaborative Forest Management (CFM) groups to conserve biodiversity and protect and manage the critical watersheds; and increased private sector partnerships and promotion of forest-based on-farm and in-forest enterprises that incentivize forest conservation while generating income for forest-adjacent communities. The Forestry Program Manager / Senior Program Advisor 1 will report to the Deputy Chief of Party.

Essential Duties:

  • Serves as B4R Central Forest Reserve (CFR) Lead, and works closely with, NFA and partners, US Forest Service (USFS) Technical Advisor to identify and develop/expand forestry related management interventions.
  • Ensures effective planning and coordination of forestry program objectives within target landscapes of Karamoja and Achwa Forest Ranges, as well as Kalinzu and Budongo CFRs.
  • Supports achievement of B4R biodiversity conservation, outcomes, outputs, and indicators as follows:
    • B4R Strategic Approach 2: Governance arrangements benefit biodiversity and enable communities to benefit from biodiversity
    • Outputs:
      • Improved development of Collaborative Forest Management (CFM) groups and related forest management activities
      • Strengthened NFA’s CFR operational capacity in forest landscape management
      • Improved landscape planning and coordination among UWA, NFA, Districts and NGOs
      • Improved forestry and watershed management planning
      • Increased private sector partnerships and forest-based on-farm and in-forest enterprises
      • Community adoption of sustainable practices
    • Indicators:
      • Number of hectares of biologically significant areas showing improved biophysical conditions as a result of USG assistance
      • Number of institutions with improved capacity to assess or manage biodiversity and/or associated climate change risks supported by USG assistance
      • Number of business plans developed/improved/implemented
      • Populations of key species in B4R critical landscapes are stable or increasing
      • Number of Human Wildlife Conflict (HWC) incidents in landscapes where B4R is implementing HWC mitigation measures
    • Ensures that forestry related biodiversity conservation results of technical activities are adequately captured in the Activity Monitoring, Evaluation, and Learning Plan (AMELP), indicators, and reports
    • Liaises with NFA and other partners to collect relevant biodiversity data, studies, and geospatial information
    • Provides technical guidance and contributions for the development of annual workplans, technical activities, reports, and communication materials for targeted CFRs
    • Lead forestry program strategy development for B4R
    • Liaises with the technical, finance and compliance teams in Kampala as needed to ensure timely and accurate processing of all grants in CFRs and all forestry activities in CFRs with NFA
  • Leads development and implementation of work plans of the seven cluster CFRs in the Karamoja and Achwa ranges and Kalinzu and Budongo CFRs.
  • Works closely with B4R consortium, NFA sector managers, implementing partners, and stakeholders to ensure alignment of efforts and effective prioritization and coordination field activities.
  • Supervises the 3 B4R Forestry Program Officers in Karamoja and Achwa Ranges
  • Supervises all Forestry Program field activities through regular field monitoring visits
  • Other duties as required.

Minimum Required Education & Experience

  • A Master’s degree in forestry, natural resource management or a relevant field of study and at least 6 years of professional experience in forestry related programs; OR
  • A Bachelor’s degree in forestry, natural resource management or a relevant field of study and at least 10 years of the relevant professional experience
  • Experience working on USAID-funded programs preferred
  • Demonstrated success in implementing programs aimed at protecting biodiversity forestry management
  • Strong project planning, leadership, and management skills
