About the context and the role

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organisation with over 60 years of experience in helping to create a safer and more dignified life for people affected by displacement. NRC advocates for the rights of displaced populations and offers assistance through its core competencies (CCs): Camp Management, Education, Livelihoods and Food Security, Information Counselling and Legal Assistance, Shelter, and Water, Sanitation & Hygiene.

Conflict, economic decline and food insecurity in neighbouring countries such as Democratic Republic of Congo, Burundi, South Sudan have caused a large number of refugees to seek sanctuary in Uganda. As of December 2018, Uganda is hosting 1,190,922 refugees, the largest of any country in Africa.

It is with this backdrop that we are seeking a Protection Specialist for our Uganda Programme. The purpose of the Protection Specialist position is to strengthen protection in NRC’s programmes and response in Uganda and outline its Protection position vis-à-vis relevant coordination and decision making fora. The Protection Specialist is responsible for / leads on protection analysis, identifying priority protection issues, building protection capacities and developing and implementing protection strategies and plans (for integrating protection in NRC’s work).

Responsibilities of the position will include:

  • Represent NRC in Protection working groups and all other relevant technical working groups at national level
  • Develop all relevant protection tools, SOP’s and strategy for 2020
  • Lead in fund raising for Community based approach and intergrated programming
  • Training staff on community based protection analysis and programming
  • Using community based approaches to strengthen protection – giving guidance and tools to the new team and the local partner
  • Train  NRC and local partner staff on using community based protection to attain lasting durable solution
  • Support the urban team in carrying out assessment on hard to reach urban population using protection lens

To be successful in this position you will be required to have:

  • A bachelor in law, social sciences or related discipline is required.
  • Minimum 5 years’ experience working at a senior level in humanitarian protection
  • A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.
  • Previous experience from working in complex and volatile contexts
  • Experience in international organisations and/or NGOs.
  • Excellent analytical skills and communication skills in writing and speech.
  • Experience with facilitating and leading internal organisational processes.
  • Ability to coordinate tasks and work processes and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision.
