PROJECT ACCOUNTANT – 01 POSITION
Objectives of the Assignment
To ensure that financial resources are properly planned, budgeted and utilized to achieve the overall objectives of the Projects.
Scope of the Assignment and Key Responsibilities
The Project Accountant shall perform the following duties:
a) Carry out the day-day financial operations of Uganda Reproductive Maternal and child Health Services Improvement Project (URMCHIP) and Uganda Covid-19 Response and Emergency Preparedness Project (UCREPP).
b) Compile quarterly and annual budgets, monitor and report on financial trends, and prepare replenishment applications to Government of Uganda and World Bank respectively as per the guidelines.
c) Produce within agreed time frames and in standard formats, financial statements and financial management reports.
d) Implement adequate internal controls for management of project financial and physical resources to ensure effectiveness, efficiency and economic use of the resources.
e) Evaluate the projects financial performance against projected Government of Uganda and World Bank funding obligations for the determination of expenditure priorities and timely replenishment of funds.
f) Manage disbursement of all project funds for project activities in accordance with the existing internal controls to ensure avoidance of fraud, theft and financial mismanagement.
g) Coordinate execution of value for money audits of the two projects.
h) Liaise with the desk officers in the various ministries and institutions on financial matters, particularly the Ministry of Finance, Planning and Economic Development
(MoFPED), Auditor General and Accountant General and the World Bank.i) Perform any other duties as may be assigned from time to time.
Qualifications and Experience
a) The applicant must be a Ugandan National with a Bachelor’s Degree in either Commerce or Business Administration or Finance or Accounting from a recognized University or institution.
b) The applicant should possess a Master’s Degree in either Commerce or Business Administration or Finance or Accounting from a recognized University or institution.
c) The applicant should possess full Professional Certification in either ACCA or CPA from an internationally recognized Institution.
d) The applicant should be a registered Member of the Institute of Certifi ed Public Accountants of Uganda.
e) Strong experience of a minimum of 13 years in Accounting with 7 years in Public Sector Financial Management and Reporting.
f) Demonstrated extensive experience in managing financial resources for a big institution at a Senior level.
g) Strong analytical, planning and organizational skills.
h) Excellent interpersonal skills, communication skills, both oral and written.
i) Strong leadership and mentorship skills.
j) Works under minimum supervision and meets strict deadlines.
k) Demonstrated integrity and confidentiality in handling public matters/resources.
l) Computer knowledge and skills in MS Word, MS Excel, IFMS, Navision or any other accounting package is a mandatory requirement.
Reporting
The Project Accountant will closely work with the Project Coordinator of Uganda Reproductive Maternal and Child Health Services Improvement and Uganda Covid-19
Response and Emergency Preparedness Project (UCREPP) on day to day administration of the Projects.
The Permanent Secretary shall be the overall Supervisor.
DUTY STATION
All positions will be based at the Ministry of Health Headquarters in Kampala.
TIME FRAME
The assignments shall be for a period of 17 months subject to probation period of 6 (six) months, and renewable subject to satisfactory performance.
