SUMMARY
The Finance and Operations (F&O) Manager oversees all aspects of day-to-day implementation of financial and operational processes governing USAID Advancing Nutrition program in Uganda. They will play an essential role in successfully, executing and maintaining effective and accountable processes and procedures. The F&O Manager will collaborate closely with technical advisors across the project and with members of the F&O team in the U.S. office. The ideal candidate will have experience overseeing all financial, operational, and contractual aspects of USAID funded projects and experience in start-up/close-out activities. The F&O Manager will report to the Chief of Party and oversee a local finance & operations staff. This position is expected to be based in Kampala, Uganda. Qualified local candidates are preferred, and salary will be commensurate with experience. The expected salary range is equivalent to FSN-Level 10 (101,498,750 – 152,234,620 Ugandan Shillings).

RESPONSIBILITIES
- Oversees all financial, administrative, security, travel, transportation, information technology, communication, procurement, human resources, office operations, and equipment for USAID Advancing Nutrition.
- Provides the Chief of Party with financial and operational guidance to support the efficient and compliant implementation of project activities.
- Supervises the finance and operations team.
- Leads the development, tracking, analysis, and revision of annual budgets; uses sound business judgment in assuring reasonable and necessary spending for successful implementation.
- Creates, implements, and monitors financial processes to ensure that field expenses meet generally accepted accounting principles, JSI policy, and USAID rules and regulations.
- Reviews and approves all payments to staff and vendors using QuickBooks voucher system; submits monthly field accounts to the U.S. office and reconciles bank statement on monthly basis.
- Oversees the timely and accurate preparation and submission of monthly cash flow requirements.
- Monitors budget spending and conducts financial analysis related to project expenditures, financial obligations, and other financial activity.
- Ensures that all project activities are implemented in accordance with USAID financial and contractual regulations, JSI policy, and Ugandan law.
- Ensures efficient office operations to create a safe and effective office environment.
- Oversees procurement and contracting process to ensure compliance with USAID rules and regulations, JSI policy, and ensure proper documentation.
- Oversees all HR functions, including compliance with local labor and tax law, timesheet documentation, staffing, safety and security, benefits administration, and other HR policies.
- Travels domestically to project sites (up to 25%), and internationally as needed.
- Performs other duties as needed.
QUALIFICATIONS
Minimum of 10 years of related work experience in financial and operational management; 5 years in a senior management role on USAID funded projects.
Required Skills/Experience:
- Demonstrated experience successfully leading financial and operational activities.
- Extensive experience in financial and operational management, and USAID rules and regulations.
- Proven ability to analyze financial data and make programmatic recommendations.
- Solution-oriented when faced with problems and seek/provide clear feedback to ensure contractual compliance and fulfill technical/programmatic requirement.
- Strategic planner with ability to design and implement systems to achieve long-term vision.
- Advanced level of proficiency in Microsoft Excel.
- Superior management, and communication skills.
Preferred Skills/Experience:
- Experience working in Cognos and QuickBooks
- Experience opening and closing local offices.
- Experience successfully implementing safety and security polices and process.
- Languages: Professional proficiency in English required.
Travel:
Ability to undertake field travel (up to 25%)
Salary commensurate with experience.
