About

Registration in Uganda is carried out by the Government of Uganda through the Office of the Prime Minister (OPM) with support from the United Nations High Commissioner for Refugees (UNHCR).

As of end of February 2021, the active population of concern in Uganda was recorded as 1,462,164 individuals consisting of 374,223 households and spread in 14 different locations in Uganda. The main population groups are the South Sudanese at 897,184 individuals (61%), Congolese at 426,605 individuals (29%), Burundi at 49,834 Individuals (3%) and Somali at 46,146 Individuals (3%). The remaining 3% is made up of refugees and asylum seekers from 27 different countries.

OPM and UNHCR seek to conduct a joint verification and individual profiling exercise (IPE) in favor of refugees and asylum seekers residing in all settlements and urban areas in Uganda, tentatively starting Q3 of 2021.  The exercise will have the aim of ascertaining the actual number of refugees in the country and ensuring that a comprehensive protection and social economic dataset is available for implementing assistance, livelihood strategy and protection programmes.

FUNCTIONAL STATEMENT

  • Assist in the implementation of the verification/registration strategies and methodologies for populations of concern.
  • Assist in the drafting and implement of operation-specific SOPs for all aspects of verification/registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud.
  • Assist in the implementation of procedures and systems for continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents.
  • Supervise the daily running of the verification/registration team activities, including monitoring staff performance, impacts and outputs.
  • Establish linkages with protection units within the office and monitor the timely referral of persons with specific needs for protection follow-up.
  • Assist in conducting regular data quality checks to monitor the accuracy of data collected.
  • In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and other registration data reports on persons of concern.
  • Contribute to training and capacity building of OPM/UNHCR staff in registration, including on-the-job coaching and guidance.
  • Enforce compliance by UNHCR staff engaged in registration and related activities with UNHCR standards and policies and operation specific SOPs for all aspects of the registration operation.
  • In consultation with the supervisor, make decisions relating to the day-to-day operations of the verification exercise and ensure registration procedures are efficient and effective.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE

  • High School Diploma or Bachelor or equivalent in Information Technology, Statistics or related field is required.
  • 3 years relevant experience is required.
  • Good computer skills in all desktop applications, particularly with respect to data management competencies is required.
  • Working knowledge of English is required.

DESIRABLE QUALIFICATIONS & COMPETENCIES

  • Prior experience in registration or data management, including use of UNHCR proGres V4 software, situations is desirable.
  • Good understanding of the principles of and concepts of international protection and UNHCR is desirable.
  • Training in registration or operational data management. is desirable.
