The National Social Security Fund (NSSF) is a Provident Fund mandated to provide social security to its members as prescribed by law under CAP 222 (Laws of Uganda) through efficient management of members’ contributions. The NSSF asset base is currently over Ugx. 9.8 trillion, making the Fund one of the largest players in Uganda’s economy.
Job Summary: The Cost Accountant, Budget Control is responsible for the Cost Management function of the Fund that involves cost monitoring and analysis to identify initiatives to drive cost efficiencies and maintain a competitive expense ratio. The incumbent is responsible for the coordination of the fund’s budget preparation, consolidation and monitoring process.
Key Duties and Responsibilities:
- Ensure that the accounting procedures are followed and provide recommendation to improve the finance processes.
- Designing and maintaining an effective Cost Accounting System.
- Identifying and analyzing cost information to detect trends and propose control action
- Undertake an annual market survey to determine the market prices for the Fund’s major consumables.
- Analyzing audits of costs, cost drivers and preparing reports.
- Develop and maintain an Analytical Database for monitoring Expenses within the Fund
- Ensure accurate and efficient classification of all costs as per the system.
- Analyzing profitability performance of various initiatives and products by the Fund.
- Coordinate the preparation and consolidation of the Fund’s annual budget up to approval by Exco and the board.
- This involves preparation of budget schedule templates for departments, review of department budget submissions, preparation of the budget papers for Exco and board review and preparation of the budget letter for review and approval by the minister.
- Prepare analyses to provide guidance to the budget holders regarding trends and pricing for various activities within the budget.
- Provide technical guidance with regards to the budgeting system to all staff involved in the budgeting process at the Fund.
- Hold internal road shows and trainings in regards to budgeting and cost control.
Qualifications, Skills and Experience:
- The applicant for the National Social Security Fund (NSSF) Cost Accountant, Budget Control job placement must hold a Bachelor’s Degree in Accounting, Business Administration, Statistics. Or, in any other analytical or statistical field.
- Professional qualifications in CIMA, ACCA or CPA
- Further training in costing or analytics will be an added advantage.
- At least two years of experience in Cost Accounting and Analysis Environment
- Strong Cost systems background
- Planning and organizing skills
- Strong analytical skills
- Oral and written skills
- Ability to accurately prepare daily, weekly, monthly, quarterly and annual reports
- Experience working with engineering personnel on development and analysis of cost standards
- IT skills – MS Word and Excel, PowerPoint, Statistical Packages
- Advisory skills
