About US:

The Government of Uganda received a grant from the World Bank towards the Development Response to Displacement Impact Project (DRDIP). The Project is intended to improve access to social services, expand economic opportunities and enhance environmental management for host and forcibly displaced households in the targeted areas of Uganda. The project has components which include (i) Social and Economic Services and Infrastructure; (ii) Sustainable Environmental Management; (iii) Livelihoods Program; and (iv) Project Management including Monitoring and Evaluation, and Regional and National Institutional Support.

Job Summary:  The Project Natural Resources Management & GIS Officer will support DRDIP to employment GIS and remote sensing technologies in identifying, collecting, analysis and monitoring & evaluation of environment and natural resources management in DRDIP host and refugee intervention areas.

Key Duties and Responsibilities: 

  • Data collection: Collect supporting data, such as climatic, natural resources (fragile ecosystem) field survey data, to corroborate remote sensing data analyses, Provide natural resources monthly monitoring data report for all districts on trends in natural resources intervention and regeneration, Support District level staff in data collection, mapping, and preparation of digital maps at district scales using various GIS soft wares, Develop spatial data at the appropriate scales, and standardization of non-spatial data from the various sources to formulate GIS products& Set up or maintain remote sensing data collection systems •Data analysis: Analyze data acquired from Sensors, satellites, or ground-based platforms, using statistical analysis software; image analysis software, or Geographic Information Systems (GIS); Manage, Integrate and analyze other geospatial data obtained from remote sensing systems to obtain meaningful results &Process various data sets to create required/requested map-based information products.
  • Data management: Organize and maintain geospatial data and associated documentation; Organize the data collected from the field into the agreed data storage format; for processing
  • and retrieval to generate maps and value added information decisions; Develop an electronic database for remote sensing or related geospatial project information for drought monitoring at district and regional level; Present GIS data into DRDIP & OPM web-portal
  • Collaboration: Work closely with the Environment teams at PIST and Districts Natural Resources teams to support the mapping of critical fragile ecosystems and degraded watersheds for restoration ;Work in close collaboration with the district local governments technical teams, in undertaking regular assessments on environmental and natural resources conditions in DRDIP refugee-hosting districts and measure the extent those conditions are affected by the presence of refugee camps; collect and update data on main areas of environment, energy, livelihood and shelters and identify means to mitigate the impact
  • on natural resources; Undertake an assessment of the current domestic energy situation in the refugee camps together with the district local government technical teams and refugee department team; On the basis of the assessment, and in consultation with relevant stakeholders, identify effective interventions in the sector of energy both from the demand and supply sides.
  • Capacity building: Provide support to the DRDIP districts & Implementing Partners in organizing training activities to address key areas of natural resources & ecosystem mapping, climate change and domestic energy issues to host and refugees.
  • Documentations: Produce Maps, Document best practices/lessons for dissemination and implementation in the areas of natural resource management, forestry, sustainable agriculture, domestic energy and environmental education sectors; Provide technical input on reports related to environmental and natural resources management; Perform any other duties as required.

Qualifications, Skills and Experience:

  • The applicant must hold an Honors Bachelor’s Degree in Forestry, Natural Resources Management and a Post Graduate Diploma in GIS and Remote Sensing from a recognized Institution.
  • A Master of Science Degree in GIS and Remote Sensing from a recognized Institution is an added advantage.
  • At least three years of professional experience in the environment and natural resources management sector, including proven experience in integrated landscapes, environment, fisheries, forestry, watershed management, community- based development, biodiversity and rural development.
  • Excellent written and verbal communication skills in English.
  • Familiarity with the World Bank natural resources management processes, guidelines and procedures will be highly desirable.
  • Strong client orientation with the ability to build an understanding with implementing agency counterparts.
  • Good team player who can work as a member of multi-disciplinary and multi-cultural team, ability to function independently, with a degree of motivation, flexibility and reliability.
  • A drive for results while working with limited supervision and under tight timelines;
  • Understanding of the programmatic approach to forests, climate change and natural resources management (in the context of multi-sectoral approaches and the national development plan and using various sources of financing.
  • Knowledgeable on use of GPS, Geo-ODK for field data collection.
  • Familiarity with ARC GIS and other remote sensing tools to support natural resources management including use of drone.
  • Age: 30 years and above
