About the role:
Restless Development Uganda is seeking to recruit One talented individual as a Programme Officer for the SHESOARs Programme. Sexual and reproductive Health and Economic empowerment (SHE) Supporting Out-of school Adolescent girls’ Rights and Skills (SOARS) is a seven year programme launched in 2022 funded by Global Affairs Canada (GAC).Restless Development in partnership with CARE International in Uganda is implementing the SHE SOARS project in three countries; Kenya, Uganda, and Zambia. The project aims to increase the enjoyment of health-related rights on the part of extremely vulnerable and marginalized women and girls, particularly out-of-school adolescent girls between 10 and 19 years of age.
KEY PRIORITIES
Programme Preparation and delivery (35%)
Supported by the Programme Manager;
• Participate in the planning and implementation of the SHE SOARS programme components.
• Plan and deliver a comprehensive community sensitization programme on SRHR and harmful gender norms that affect young people’s ability to ensure their SRHR rights in the target communities.
• Take responsibility for volunteer safety and welfare, through training volunteers in Safety and welfare, risk assessment, management and reporting.
• Support in following up the District leaders in addressing existing capacity gaps on gender/youth responsive and inclusive planning, budgeting, data for decision making and SRHR supportive supervision, and development of appropriate training manuals.
• Support in all training preparations for volunteers.
• Develop activity and monthly reports
• Plan and Support IGD mentors of Nakawa and Makindye divisions to conduct IGD dialogues at household levels, ensuring that at least each Household is visited on a weekly basis.
• Plan and support SAA facilitators of Nakawa and Makindye division to conduct SAA dialogues at community level, ensuring that each SAA facilitator conducts 2 groups that are met at least twice a month.
• Conduct BCC outreaches to reach out to adolescent girls and boys at least 70 per outreach session. One BCC outreach should be conducted per month.
• Participate in development and continuous improvement of volunteer activities and events innovatively.
Partnership Development Management (15%)
• Ensure that key staff of the project areas of Nakawa and Makindye divisions have a clear understanding of the SHE SOARS programme.
• Support and monitor the work of the Social Analysis and Action (SAA) Facilitators, VHTs and Intergenerational Dialogue Mentors in Kampala to ensure it is being done well.
• Work with research teams to ensure the effective sharing of research findings with key stakeholders
• Prepare and submit quarterly reports to the leaderships of Makindye and Nakawa divisions and ensure all records are update
• Represent Restless Development Uganda at meetings with government and NGO partners as required.
• Identify and establish relationships with different stakeholders including; community leaders, and health centres, and ensure a good working relationship is maintained.
Volunteer Management, support and welfare 15%.
• Ensure that volunteers and their team leaders understand and adhere to the code of conduct.
• Report all volunteer and team leader incidents in line with Restless Development health & safety policies and procedures.
• Lead support and welfare meetings with team leaders, and researchers.
• Ensure proper documentation and filing of payments, registration forms from Kampala and Liaise with the Finance and Administration team for proper accountability.
• Work with the APC and the PCs to support programme audits and ensure the necessary requests from the donors are quickly prioritized.
Financial Planning and Management (15%)
Work closely with the Programme Officers and Finance unit to:
• Ensure that the activities you do are in line with the work plan and budget
• Ensure that financial management is undertaken according to Restless Development policy and procedures
• Lead on generation of regular updates and reports as required.
Other (10%)
• Other duties as required, sometimes working on weekends and holidays for which time off in lieu can be taken.

Length of contract: One year with a possibility of extension.

Skills and experience
• Bachelor’s degree or diploma in social work or relevant field experience.
• Past experience working with programme teams for the last 1-2 years.
• Experience managing and reporting against programme budgets.
• Experience managing staff, including line and performance management.
• At least 2 years of experience implementing and supporting programmes including significant experience in designing and delivery of SRHR programmes.
• Implementation of SAA models.
• Demonstrated ability to identify, develop and manage local/national/regional partnerships.
• Ability to analyze problems and make sound operational decisions.
• Excellent organizational skills and methodological approach to programme management.
• Excellent budget management skills.
Essential
