JOB DETAILS:
Role Purpose
Provide strategic leadership to the Procurement Department to ensure effective and efficient operations across all entities of Watoto Church Ministries. The role focuses on ensuring value for money, maintaining integrity in transactions, and aligning procurement operations with ministry needs.
Key Responsibilities
1. Strategy and Policy Development:
o Regularly review and update the Procurement policy, guidelines, and procedures to meet international standards.
o Lead the coordination and maintenance of the Annual Master Procurement Plan.
o Conduct procurement needs assessments, formulate strategies, and implement risk mitigation measures.
o Source cost-effective and high-quality supplies and services both locally and internationally.
2. Procurement and Disposal Processes:
o Provide technical oversight and manage procurement and disposal activities in line with organizational policies.
o Coordinate negotiations and finalize contracts.
o Conduct market intelligence, evaluate cost trends, and implement cost-saving measures.
o Ensure compliance with customs processes and arrange for marine insurance for shipments.
o Maintain accurate procurement records and serve as secretariat to the Contracts and Evaluation Committee.
3. Vendor/Provider Relationship Management:
o Source and evaluate strategic providers and maintain an updated list of prequalified suppliers.
o Monitor vendor performance and optimize relationships.
o Ensure effective contract implementation and periodic reconciliations with suppliers.
4. Human Resource Management and Development:
o Oversee recruitment, onboarding, and performance appraisals of procurement team members.
o Develop job descriptions, performance plans, and high-performance initiatives for team members.
o Manage departmental leave schedules.
5. Reporting:
o Prepare data-driven reports for strategic decision-making.
o Provide periodic and ad hoc reports to management and the Deacons Procurement Committee.
o Organize regular Deacons Procurement Committee meetings.
Qualifications, Skills, and Experience
• Education:
o Bachelor’s degree in Procurement, Business Administration (Procurement), Economics, or a relevant field.
o Chartered membership of CIPS or a similar organization is required.
o A Master’s degree in a relevant field is an added advantage.
• Experience:
o Minimum of 5 years in a reputable organization, with at least 3 years at a managerial level.
• Technical Skills:
o Proficiency in Microsoft applications, database management, and procurement system software.
o Strong knowledge of Management Information Systems.
• Personal Attributes:
o Strong work ethic and commitment to organizational values.
o Excellent communication, report writing, and presentation skills.
o High level of integrity, confidentiality, and sound judgment.
