Project Overview:
Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project’s key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.

Purpose of the Role:
The Senior Finance and Administration Manager will oversee financial, and administration for Jhpiego Uganda, with a focus on the USAID Uganda Urban Health Activity (UUHA). This role is crucial for ensuring efficient operations in the Jhpiego Uganda Country Office, handling day-to-day financial activities such as budgeting, financial reporting, and internal controls to uphold the integrity of Jhpiego’s financial processes. The role involves ensuring financial oversight and effective grant management, adhering to USAID regulations, cost share documentation and reporting, and promoting optimal resource allocation to achieve project goals.

Responsibilities
• Manage the effective utilization of Jhpiego’s financial management system to ensure accurate financial tracking and reporting and ensure compliance with Jhpiego policies, donor and legal requirements.
• Provide supervision, guidance and mentorship of staff and ensure team spirit within the finance team. Also work with other departments like administration to ensure optimum support and linkages. Train and mentor, the finance team and program staff as needed.

• Review and implement policies, procedures and systems to ensure effective internal controls are in place and are adhered to.
• Provide financial and accounting technical advice to all Jhpiego programs for effective program implementation.

• Review and monitor the progress of budgets for partner sub-agreements and recipient monthly financial reports.

• Review and monitor the financial records of implementing partners with support of the grants manager.

• Assist program staff to develop work plans and annual operational budgets for programs and the office costs.
• Collaborate with internal and external auditors and ensure prompt implementation of their recommendations.
• Prepare monthly, quarterly and/or annual management and donor reports.

• Perform review processes of financial documents such as payroll, vouchers, invoices, delivery notes, purchase orders and other documents to ensure the completeness, accuracy, and validity of financial data as per Delegation of Authority.
• Monitor disbursement of funds from the project bank account(s) to ensure compliance with Jhpiego’s financial policies and procedures.

• Review of QuickBooks monthly financial reports and any other reports before submission to the Finance and Admin Director.
• Develop proposal budgets for business development for review by the Finance and Admin Director in accordance with donor requirements.
• Preparation of burn rates (BVA) and review of program expenditure with respective program managers monthly.
• Assume other duties as assigned.

Required Qualifications
• A master’s degree in business administration, Accounting, Finance, or equivalent.
• Qualified accountant with CPA (U) (required).
• Minimum of seven (7) years of experience in financial management with at least 3 years in a senior management position in a reputable INGO or development agency.
• Ability to communicate both orally and in writing and to confidently engage with high-ranking government and donor partners.
• Trustworthy and track record of impeccable integrity.
• Conversant with USAID financial guidelines/regulations.
• Computer literacy, particularly working knowledge of QuickBooks and MS office.
