Duties and Responsibilities

  • Prepares contracts, develops and implements systems for monitoring and evaluating suppliers’ performance.
  • Prepares tender documents and manages the tendering process within the established guidelines of the Bureau and in compliance with PPDA procedures.
  • Prepares tender papers for the approval of the Head of Procurement before they go to the media
  • Implements appropriate sourcing strategies to achieve value for money and to assure an adequate source of supplies and stock levels.
  • Develops and/or maintains specifications of the various goods to be procured and where he obtains samples he keeps those samples and ensures that goods supplied match with the samples given earlier
  • Coordinates the preparation of monthly procurement reports and submits them to PPDA and URSB contracts committee, responds to any communications from PPDA and/or other organizations or individuals regarding procurement as par the PDDA rules
  • Receives  tender  or  bid  documents  and  prepares  for  evaluation  by  the tender/procurement committee
  • Ensures accurate maintenance and safe storage of records for all procurement activities.
  • Participates in formulating plans and strategies for procurement
  • Works closely with the Head of procurement to invite potential suppliers who want to be pre-qualified during the accounting period
  • Liaises with directorates and departments to identify their procurement needs for the coming accounting period and compiles a master procurement list for the entire organization
  • Consults the Finance department and other directorates in developing a procurement schedule for purposes of cash flow or to avoid cash flow bottlenecks.
  • Performs any other duties as may be assigned from time to time by the supervisor.

Key Outputs

  • To implement procurement and/or disposal decisions in accordance with appropriate laws, policies and guidelines.

Qualification and Experience

  • An Honors’ degree in Procurement and Supplies Management or Business Administration with specialization in purchasing and supplies, or a related field from a recognised institution
  • At least 3 (three) years’ experience in procurement in a large and reputable organization
  • Computer literacy and proficiency in specific financial and purchasing software systems.
