JOB DETAILS:
Finnish Refugee Council (FRC) is an INGO promoting adult education and community development among refugees since 1997 as an operational partner to UNHCR and OPM and since 2020 implementing partner to WFP. FRC is seeking for suitably qualified Ugandans to fill the following.
Attached to Financial and Digital Literacy Training
Contract duration From January / February to end of December 2025
Location 1 position based in Adjumani and 1 position either at Kyenjojo or Kyangwali in Kikuube
Job purpose:
Team Leader will coordinate and plan financial and digital literacy training implementation, provide technical expertise on training of voluntary community-based trainers on curriculum content and training approaches, ensure quality data collection and reporting, provide guidance to field staff. She / he will carry out regular visits to refugee settlements to meet partners, other stakeholders, participating refugee households. This position requires excellent organisational and networking skills.
Key Tasks And Responsibilities:
Technical advice and support for project planning and implementation
• Provide technical support and advice to field teams in regard of planning, implementation, monitoring and evaluation of Financial and Digital Training program.
• Mentor and develop technical skills in field teams and among volunteer FDLT Trainers, especially on planning, Financial and Digital Training topics, teaching delivery, monitoring and evaluation.
• Keep up to date on developments in the Financial and Digital Training sector and ensure that learning is incorporated into programming and shared with other staff.
• Conduct regular field visits to review and report on training progress and impact, especially.
• Provide feedback to field staff and management on key emerging recommendations.
• Work collaboratively with project colleagues to develop project related work plans.
• Coordinating the identification of refugee households to be involved in the training and the identification and selection of community-based trainers.
• Coordinating the mapping of financial service providers at settlement level.
Monitoring, Evaluation and Learning
• Ensure in cooperation with MEAL Specialist, that mechanisms are in place to measure and improve quality of the project, sharing best practices and transfer of technical skills to FDLT field staff.
• Assist and provide information to any WFP led base- and endline studies when relevant.
• Support active monitoring & evaluation amongst field staff, collect and analyse data.
• Write, review and provide input for reports on formats provided by WFP in a timely manner and other documents as needed.
• Provide feedback to project beneficiaries on emerging issues in the field and support the organisation of field missions to donors and other stakeholders.
Staff management and development
• Provide supervision, guidance and mentoring to Field Supervisors and encourage effective teamwork and inclusiveness.
• Support Field Supervisors to set performance targets and support their achievement.
• Support staff to comply with FRC internal policies and WFP regulations.
Stakeholder relations and Networking
• Engage in refugee coordination mechanism at settlement level as agreed with Project Manager.
• Sustain relations and effective communication and information sharing with relevant stakeholders at settlement level – including WFP, their Cooperating Partners, other NGOs providing Financial and Digital Trainings, local government, OPM, UNHCR, financial service providers.
Qualification and Competencies:
• University degree in Livelihood / Business Skills / Adult Education / Project Management and Planning / Development Studies, Community Development or other relevant field, combined with strong experience on training adults and M&E.
• Postgraduate qualifications in project planning and Monitoring, M&E is an added advantage.
• At least 3 years relevant experience at middle management level.
• Working in a refugee context is an added advantage although not a strict requirement.
• Ability to prioritise demanding workload and to work under minimal supervision.
• Good communication, feedback, and interpersonal and supervisory skills.
• Assertive and able to question unclear transactions, willingness to solve difficult situations.
• Able to work with multi-cultural environment.
