Objective Of The Position
The Gender Justice and Women’s Rights Program Manager will be responsible for strategic development and management of the country programme, realisation of programme impact at local, national, regional and global levels through ensuring programme alignment to the key strategic objectives, programme standards and partnership principles, resource mobilisation, specifically for the Gender Justice and Women’s Rights component of the Strategy and Promotion of Gender Justice and Women’s Rights as core to both programmes and operations.

Key Responsibilities
Thought Leadership
• Adopt a “thought leadership “attitude, informed of developments/ the latest thinking, undertake/commission organised research and analysis and spend time in reflective consideration to develop a comprehensive understanding of the place of Gender Justice and Women’s Rights at the various levels of engagement.
• Ensure all analyses, information and recommendations with regarding policy and programmes are informed by the critical consideration of GJ&WR.

• Participate in the national, regional and global development environment to identify opportunities to impact the reduction of injustice and extreme inequality with specific focus on gender inequality; and, in so doing, foster strategic institutional linkages, alliances, networks and partnerships to ensure shared learning and collaboration.

• Membership/Provide strategic and technical advice to the Country Management Team (CMT) to ensure that the GJ&WR agenda is consciously embedded in programme and operational decisions.
• Support organisational approaches to Knowledge Management and Information-sharing on GJ&WR. Specifically, through synthesis of data and information to share with and keep staff informed, while ensuring effective discussion and dialogue on the change approaches, situations and discourse, impact on and should be reflected in organisation-wide strategies, programmes, plans and budgets.

• Develop and facilitate strategic partnerships and linkages with civil society, the private sector, Government and Inter-governmental Agencies, and research institutions and the academia that can be applied to develop/ further initiatives in support of GJ&WR.

• Support capacity-building/ enhancement of stakeholders in areas of: gender analysis and research; feminist approaches to influencing and campaigns, and feminist programme learning.
• Champion integrated programming ensuring that GJWR aspects are a critical part of our One Program Approach and the nexus in design, delivery and learning.

Programme Management and Support
• Provide leadership and oversight of the GJ&WR thematic area plans, implementation, review and reporting modalities, consistent with the CSF and thematic Framework Paper.
• Work with other program colleagues and support functions to ensure appropriate staff are engaged, oriented, developed, motivated, their performance regularly assessed, and support provided to ensure an effective GJWR team

• Support resource mobilization for the thematic area and to mainstream gender in programmes and operations.
• Lead the process of development and building civil society and social movements with a strong gender justice and women’s rights focus, in areas aligned with the CSF and the Thematic Framework Paper.

• Monitor thematic projects compliance in the SAP system as well as ensure archiving of relevant project documents.
• Regular monitoring of GJ&WR specific projects including project BVAs and taking corrective measures as required.

• Representation at internal and external forums on GJ&WR programming to further organizational commitment and support for GJ&WR.

• Work with the Programme Quality team to ensure that the organizational programme quality standards are practices are deliberate and specific to GJ&WR indicators.
• Work with the Communications team to ensure GJ&WR priorities, issues and actions are effectively articulated and covered in the public domain.
• Provide technical support and leadership on GJ&WR with the thematic teams to develop delivery strategy, prioritize key approaches and activities, ensure effective linkages, and provide strategic guidance on how best to achieve long term impact and sustainable change in the lives of women and the most marginalized in the country.
• Work in an interactive and coordinated manner with the other thematic areas on identified areas of synergies as articulated in the Programme thematic framework papers so as to enhance the One Programme Approach.
• Work with Operations teams and where appropriate provide technical support to mainstream gender in their work programme, in line with the CSF and Thematic Framework Paper.
• Provide strategic advice to the Country Director, CMT, Programme and Operations teams, on strengthening Oxfam’s commitment to GJ&WR in all its work.

Partnership Management
• Ensure application of Oxfam’s partnership approach – with the goal of transformative partnerships – in line with the CSF and thematic framework paper.
• Work with/ support and/or partner with existing Women’s Rights Organisations/ Social Movements to advance Gender Equality and Women’s Empowerment.
• Ensure an intersectional and cross-generational approach to Gender Equality and Women’s Empowerment through working with seasoned activists and established organisations at all levels as well as organisations of young people, particularly women.
• Support development of the organization partner database through identification, assessment and relationship-building with potential partners (operational, strategic and alliance-based), ensuring the required standards and relevant approaches are applied for each partner arrangement, including assessment of partner needs, creating appropriate capacity-building plans, detailing tools and methodologies, ensuring performance and accountability, and regular monitoring and evaluation approaches.

Who Are We Looking For?
Of course, you have a post-graduate degree in a relevant field (Gender and Women Studies, Law, Economics, etc) and over 8 years’ experience in technical ability to engage and influence at all levels and contribute to the on-going development of an organizational culture, alongside policies and programmes to enhance the impact of Oxfam’s work. You have ability to build and/or contribute to social movements on GJ&WR and conceptual clarity and proven analytical skills on GJ&WR, research experience, project management skills and experience in the application of participatory tools and methodologies and knowledge of and experience in the application of gender-specific tools and methodologies. You have demonstrated skills in safeguarding, women’s rights programs, and gender advocacy in humanitarian and development contexts. You have strong communication skills with media engagement experience, including conducting media interviews. You have proven ability to work with multi-sectoral teams, manage people effectively, and navigate complex environments. You have expertise in donor funding, financial management, project budgeting, and risk control. Skilled in training, coaching, and fostering partnerships. You are experienced with NGOs, proficient in negotiation, diplomacy, and computer literacy. You are fluent in English, committed to Oxfam’s values, humanitarian principles, and gender equity.
