Job Description
The USAID Project Accountant is responsible for managing the financial aspects of USAIDfunded projects. This role includes ensuring compliance with USAID financial regulations, preparing financial reports, monitoring budgets, and maintaining accurate financial records. The ideal candidate will have a strong background in accounting and finance, with specific experience in managing funds for international development projects. The core
responsibilities include but are not limited to;
Financial Management:
- Oversee the financial operations of the USAID project, ensuring compliance with USAID regulations and guidelines.
- Manage project budgets, track expenditures, and prepare budget forecasts. Ensure all financial transactions are accurately recorded and reported.
Reporting and Compliance:
- Prepare and submit timely financial reports to USAID and other stakeholders as required.
- Ensure compliance with USAID financial policies and procedures, including cost principles and allowable expenses.
- Assist in the preparation of annual audits and respond to audit findings.
Budgeting and Forecasting:
- Assist in the development of project budgets and financial plans.
- Monitor project spending against budget and provide regular updates to the Project Manager and Finance Manager.
- Prepare budget modifications and realignments as necessary.
Accounts Payable and Receivable:
- Manage accounts payable and receivable, ensuring timely payment of invoices and collection of receivables.
- Reconcile bank statements and manage cash flow.
Financial Record Keeping:
- Maintain accurate and organized financial records and documentation.
- Ensure all financial documents are properly filed and accessible for review.
Internal Controls and Risk Management:
- Implement and maintain effective internal controls to safeguard project assets.
- Identify and mitigate financial risks associated with project activities.
Support and Training:
- Provide financial training and support to project staff and local partners. Assist in building the financial management capacity of local partners.
Coordination and Communication:
- Collaborate with project team members to ensure financial alignment with project goals and objectives.
- Communicate financial information and analysis to stakeholders in a clear and concise manner.
Qualifications:
- Bachelor’s degree in accounting, finance, or a related field. A CPA or equivalent professional qualification is preferred.
- At least 3-5 years of experience in accounting or financial management, preferably with USAID-funded projects or other international development organizations Strong knowledge of USAID financial regulations and reporting requirements.
- Proficiency in accounting software (e.g., QuickBooks, Sage) and Microsoft Office Suite (especially Excel).
- Excellent organizational and time management skills.
- Strong attention to detail and accuracy.
- Good written and verbal communication skills.
- Ability to work independently and as part of a team. Strong problem-solving and analytical skills.
