Overview:
URC is seeking an experienced Electronic Medical Records Consultants for Acholi and Karamoja for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.
USAID UHA has taken on the role to support EMR (Electronic Medical Records) and point of care (POC) in its supported facilities between July-September 2023. This includes expansion of POC to all earmarked facilities, maintaining the existing hardware, operationalizing POC, troubleshoot and provide mentorship to facility staff. EMR POC comprises of 5 points of care in a standard facility and to which all these points must be connected to communicate to a central server that is hosting EMR within the facility. Therefore, each point requires a computer/laptop/tab with all its accessories i.e., Keyboard, mouse power source and access to power. For timely and continuous EMR support at regional level we need 2 (EMR consultants) in each regional offices to support the transitional process and for continuity of the service for the period of 2 Months (August to September)
EMR consultants’ role objective:
• To support and participate in data entry, extraction, and report generation.
• To provide continuous support to facility teams in relation to EMR.
• To troubleshoot Local Area Network (LAN) in case of poor connectivity.
• To troubleshoot EMR at regional level.
• To provide support for computer maintenance and keeping software up to date.
• To provide weekly report on the status of EMR within the specified region.
• To routinely perform database backup for EMR data at all supported facilities.
• To install operating system upgrades, enhancements, fixes and patches as provided.
• To install supported software packages supplied as may be required.
Specific deliverables of the EMR consultant include the following:
• EMR backlog and data entry for selected facilities.
• Provide mentorship for report generation and extraction from EMR.
• Troubleshoot EMR at regional level.
• Perform database backup and keep them in a secure place.
• Software upgrades for the EMR and operating system (OS).
• Provide weekly status report for EMR.
• Provide status EMR reports on a weekly basis.
• Provide Status reports for the EMR computers on a weekly basis.
• Provide backup reports.
• Produce periodic reports showcasing the functionality of EMR.
• Perform any other duties as and when assigned by supervisor.
• Deliverables:
• Comprehensive report detailing the performance of EMR and POC (both the baseline and end report).
• All assigned EMR and POC active facilities fully running.
• Database backups for the specified period done biweekly.
• All EMR up to date and the operating system.
Required Experience and Qualifications
• Minimum of a bachelor’s degree in information technology, information systems, or Computer Science.
• A minimum of two years working in a similar capacity with a reputable organization
• Experience working with USAID funded programs, NGO and/or in a development context is an added advantage.
• Ability to work with most recent versions of Microsoft packages. Possession of a personal laptop is a must.
• Flexibility to travel within the region of assignment as and when required.
• Read to start immediately.
