The Toll Plaza Manager manages and oversees the toll operations/functions, collection systems, toll facilities, management of toll personnel, and coordination of customer service issues. The position also manages and oversees collections and violations.

• Monitors the project’s performance against contract provisions; works closely with the line manager to resolve conflicts and issues, as necessary
• Manage, oversee and coordinate all tolling activities at the toll plaza.
• With assistance of tolling specialist, oversees the maintenance of the electronic toll collection system by the IT department.
• Reports road toll violations to line manager and incident management department in a timely manner.
• Makes recommendations to the line Manager regarding violation enforcement policies.
• Management of the toll personnel and coordination of customer service issues raised at branch level.
• Establishes and monitors key performance indicators with respect to customer service; assesses quality and performance on a regular basis; makes recommendations for action and/or remediation, as appropriate.
• Assists in the establishment of policies, procedures and business rules with respect to toll collections systems, revenue collection and back-office operations.
• Supporting staff in system understanding for a better working environment.
• Training new employees most especially the toll collectors and supervisors to ensure uniform working scheme among all the toll personnel.
• Provides monthly reports to management.
• Maintains collaborative, effective working relationships with toll supervisors and collectors.
• Timely and daily audit of the plaza to have a daily reconciliation with the audit department.
• Manage and control working Capital of the plaza
• Ensuring strategic planning to mitigate discrepancy levels at the plaza and ensure toll collection reconciliation is balancing at the end of all shifts.
• Grant support to the toll supervisors to ensure there is a timely workflow across all shifts.
• Control and manage the traffic flow at the plaza by ensuring sufficient staff deployment.
• Manages and oversees violation enforcement, including court relations.
• Prepare and manage the work schedule of toll personnel at the plaza to have a timely change of shifts.
• Works collaboratively and effectively with key stakeholders, including but not limited to customers, employees, the public and relevant state/local agencies
• Keep the Tolling Specialist updated on all the tolling activities, challenges happening at the plaza.
• Participates in meetings regarding systems performance, planning and maintenance, performance and modification.
• Keep track of the asset register and ensure all assets at the plaza are properly maintained.
• Performs other duties as requested.
Profile
• Bachelor’s Degree of Business Administration ( Accounting, Management) or related field. Significant related work experience may substitute for Bachelor’s degree i.e previous banking experience.
• 3-5 years of experience in a variety of operations role(s).
• 3 A minimum of 3 year’s successful experience in managing the overall operations of a toll collection project
• Excellent analytical skills and excellent written and verbal communications skills
• Excellent strategic management and project management skills.
• Skills in collaborating with internal and external resources.
• 2-3 years’ experience in transportation construction and tolling would be helpful.
• Proficient in MS Word, Outlook, Excel and PowerPoint.
