Purpose
The role of the Program Implementation Manager (PIM) is to oversee the implementation of War Child’s programs in Uganda. The PIM is a member of the Country Management & Crisis Management Teams. The PIM is based in Kampala with frequent travel (50%) to the different field locations.

Objective of the job
The PIM is responsible for ensuring that all programs in Uganda align with War Child’s mandate and Country Strategy. This role involves managing field locations, supervising project implementation, and coordinating with internal and external stakeholders to maintain program quality and compliance with donor guidelines. The PIM also contributes to proposal development and serves as the line manager for Area Coordinators, Project Coordinators, and Team Leaders in key projects.

Essential Functional Relations
The position reports to the Country Director with works in collaboration with Programme Development and Quality Manager (PDQM), Operations Manager, Finance Manager, HR Manager, The Research, Program Quality (PQ) & Regional.

The position supervises; Area Coordinators, Project Coordinators, and Team Leaders in key projects.

Detailed Roles and Responsibilities
1. Programme Management/Implementation
• Oversees the effective implementation of all projects in Uganda, including scaling and research and development initiatives.
• Leads project kick-off, review, and closure meetings, actively identifying and mitigating project risks.
• Ensures adherence to War Child, donor, and sector quality standards throughout implementation.
• Develops detailed work plans and monitors the application of MEAL (Monitoring, Evaluation, Accountability, and Learning) provisions by implementation teams.
• Manages the Project Implementation Database and presents data for decision-making.
• Participates in needs assessments, community and partner selection, and activity implementation in collaboration with external stakeholders and partners.
• Represents War Child in consortium and program coordination meetings.
• Ensures timely delivery of internal and donor reports.

Projects are successfully and timely implemented, as per scope, budget, time and agreed quality standards.

1. Staff Management & Capacity Building
• Effectively manages the performance of all direct reports.
• Ensures that job descriptions within all implementation teams are up-to-date and aligned with donor commitments and the country strategy.
• Fosters a sense of common purpose, well-being, and teamwork among project staff, encouraging synergy and support.
• Supports coordinators and team leaders in creating competency development plans for their teams.
• Establishes structured learning pathways to develop the competencies of direct reports.
• Participates in the recruitment of field based staff including facilitators.

Project implementation staff are highly skilled and motivated. They frequently demonstrate creativity and initiative.

1. Coordination and representation
• War Child is represented in relevant meetings / coordination platforms at Country, District and settlement Levels.
• Productive relationships with government, voluntary agencies, the UN, donors and local partners are developed and maintained; regular reports that meet or exceed requirements are submitted;

• War Child is a well-connected and well-respected organisation amongst the members of the humanitarian community and by the Government.

1. Safeguarding, integrity and Security
• Ensures adherence to child safeguarding and integrity standards at all field locations and among partners.
• Ensures that reporting systems are appropriately displayed and project participants are sensitized to War Child’s safeguarding and integrity policies.
• Organizes frequent refresher training in child safeguarding, integrity framework, and War Child’s security policy.
• Provides proactive advice to the Operations Manager on security & safety issues to facilitate safe program operations.

Result Area;
• Project implementation staff work with highest integrity, adhering to safeguarding standards and in the safest environment as possible.

Qualifications, skills and competences
Skills and Competences:
• Master’s degree in in Social Work, Community Development, Social Sciences or any other relevant degree.
• Atleast 5 years of experience implementing large projects in refugee settlings in multiple locations.
• Understanding of quantitative and qualitative monitoring and evaluation tools.
• Experience in managing psychosocial programs for children and youth within the humanitarian sector.
• 5 years of experience in a similar position in Africa, including staff management.
• Experience with community-based programs in a post-conflict context.
• Experience in writing grant proposals
• Good people management skills
• Able to work with minimal supervision
• Ability to organize, multitask and prioritize.
• Good communication, planning and problem solving skills.
