Job Summary
Under the supervision of Project Manager, the Project Assistant will provide direct oversight to the implementation and quality delivery of community-based HIV/AIDS prevention program in the district.
Duties and responsibilities:
· Ensure smooth implementation of project interventions- in collaboration with the donor and other stakeholders.
Develop annual/quarterly/monthly work/activity plans, follow up the implementation of plans and ensure timely review/adjust them to achieve committed target.
Ensure improved ART adherence, retention and treatment outcome through targeted home visits to track lost to follow up clients by LRAs & Expert clients and return them to sustained HIV care, TB treatment and viral load suppression.
Support the establishment and functionality of facility- community linkages using Linkage Referral Assistants (LRAs) for completed referrals for ANC, GBV, TB management.
Ensure improved data collection at community and facilities, documentation and improved decision making
Strengthen quality of HIV management and treatment outcomes through targeted interventions i.e. TB and GBV screening, diagnosis and treatment, Home Based Care and follow-up by LRAs.
Ensure monthly support supervision is conducted including by Community Based Officers followed by timely submission of reports.
· Strengthen community mobilization and sensitization through community structures like LRAs, CBOs, expert clients etc.
· Prepare project progress reports, success stories and lessons learned during project implementation.
· Participate in district and community level coordination and cluster meetings aimed at advocacy for integrated HIV/AIDS and leverage of resources to maximize project outputs.
· Ensure that all staff understand and apply the standard protocols, policies, guidelines and tools i.e. Ministry of Health HIV/TB registers, National HIV-AIDS Strategic Plan 2021-2025 and Uganda Consolidated HIV-AIDS Guidelines etc.
· Lead the field teams in the integration of HIV-AIDS community programming with other programs using 2P-ICLEM model i.e. MHPSS, Sexual Reproductive Health, General Food Assistance/ Cash Based Transfer, Livelihood etc
Perform any other duties that may be assigned.
Minimum qualification
Education
· Diploma in Nursing or Clinical Medicine is preferred. Bachelor’s degree in public health or Social works is an added advantage.
Any certified training in Comprehensive HIV/TB program is an added advantage.
Experience
Minimum of four (4) years’ experience in a Primary Health Care program
· Previous experience of working in HIV/AIDS related programs in a humanitarian context is an added advantage.
Experience in budget management
Experience in behavioral change programming.
Core Competencies
Excellent report-writing skills is required including MS Word, Excel and PowerPoint.
Team management experience with similar programs.
· Ability to work under tight deadlines, juggling multiple competing tasks and prioritizing demands
· Ability to work in a multi-cultural and diverse team.
· Excellent interpersonal, organizational and communication skills, English fluency (spoken and written).
· Counseling skills.
· Community mobilization and sensitization.
· Experience of working in HIV/AIDS/TB/GBV work with displaced persons, refugees, returnees.
