Background

Enabel in Uganda will be implementing a new Country strategy 2023-2027.

The overall objective is of the interventions is that “Young people and women in Uganda develop into active, economically independent citizens in a sustainable society that respects human rights and ensures quality basic services’’.

WeCare focuses on the quality of healthcare and the chanin of emergency referral being strengthened from community upto regional level.

Within this context, Enabel is seeking to recruit 1 (ONE) Public Health Expert to coordinate the management of health system strengthening activities inorder to achieve the specific objectives of the country portfolio and the intervention.

Job Description (Major Roles and Responsibilities)

  • You coordinate the management of the health system activities by providing inputs for planning, designing execution, coordination as well as monitoring and evaluation of activities;
  • You provide the necessary input in the area of health system strengthening in order to achieve the technical performance of the project in accordance with national and international standards;
  • You contribute to knowledge building management in the WeCare project within the specific areas identified;
  • You support in the building of capacity of the partners in order to contribute to the improvement of their organisation processes, systems and staff competences.

Required Qualifications

  • Master’s degree in Public Health, Health Care Management or any other specific Health related fields.

Required Knowledege and Experience

  • At least 5 years’ proven experience as a Public Health Expert in the Public Sector and or within an international organisation
  • At least 5 years’ proven experience and knowledge of the Ugandan health systems and health systems strengthening especially at district operational level;
  •  Understanding of the Health sector dynamics, preferably related to access and quality of care and social determinants of health;
  • Knowledge and experience of Emergency Medical services within the health sector at district level;
  • Knowledge of Health services quality assurances processes;
  • Leading and coaching a team of professionals;
  • Interpersonal competences relating to work with central and district health services;
  • Experience with qualitative and quantitative methods of M&E tools;
  • Knowledge and experience in change management, learning, action research and knowledge management;
  • Clear and concise writing skills for reporting, administrative and technical documents;
  • Communication, presentation and facilitation skills.
