Overview:
URC is seeking an experienced Procurement Officer for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.
Responsibilities:
The Procurement Officer will coordinate the procurement of supplies and equipment for supported health units and program activities. S/he will be responsible for ensuring the effective and efficient functioning of all procurement and disposal activities of the project.
Specific responsibilities include the following:
  • Oversee procurement processes, including review of purchase requisitions, request for quotations, supplier selection, negotiations, purchase and delivery forms, and coordination with the stock management officer.
  • Manage the pre-qualification process and conduct periodic vendor assessment visits to inform routine update of vendor database.
  • Develop Blanket Purchase Agreements (BPAs) for the procurement of routine supplies and services.
  • Management of leases, contracts and agreements for services and goods
  • Ensure URC and USAID procurement policies and procedures are adhered to.
  • Receive orders from program staff, ensuring the follow-up of the local purchases supplied, payments, and delivery confirmation.
  • Procurement of printing for training materials (stationary, manuals, handouts, etc.) and stationary for workshops, and other events.
  • Update and maintain the project procurement tracker, PO log, BPA tracker and commitment tracking.
  • Stay abreast of donor policies, procedures, rules, and regulations; compile and update applicable local policies; and train URC’s program and partner staff in these policies.
  • Follow up vendors for invoices, review invoice packages and in a timely manner submit them to Finance office for Payment.
  • Periodic reconciliation of vendor accounts to ensure project commitments don’t exceed contractual payment periods.
  • Follow up on orders with contracted vendors to ensure timely delivery of goods and services, cultivating vendor relationships and ensuing product availability for user departments. Monitor supplier performance and follow up on performance issues as needed.
  • Organise invoices and supportive documents for submission to Finance to ensure timely payments to vendors as necessary.
  • Maintain a comprehensive filing system for auditable records for all procurement documentations.
  • Perform other duties as assigned.

  • Excellent writing, management, and organizational skills.
  • Ability to easily communicate in a clear and courteous manner with all colleagues and vendors necessary.
  • Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
  • Proven ability to set priorities, multi-task, and work collaboratively as well as independently.
  • Excellent interpersonal skills.
  • High level of integrity in executing procurement roles.
  • Excellent written and verbal English skills are required.
Qualifications:
Required Experience and Qualifications 
  • A Bachelor of Procurement and Logistics Management or Bachelor of commerce, Business Administration, or any other business-related field.
  • Chartered Institute of Procurement and Supply (CIPS) qualification is a plus.
  • 5 years of practical experience in the field of Procurement and Supply management with demonstrable knowledge of Public Procurement Laws of Uganda PPDA guidelines and regulations.
  • Thorough knowledge of USAID and its contractual, procurement and reporting requirements.
  • Advanced Computer skills including proficiency in Microsoft Office programs (Excel spreadsheets, word processing, power point, and electronic mail).
