Human Resource Officer (HRO)

General
The HR Officer is responsible for providing general support and administration of human resource management and administration for all WCH projects.
Objective of the job
Major key roles & responsibilities;
• Support the Recruitment, Selection & Induction processes of all staff.
• Support staff contracting, leave, performance appraisal process, staff exit and & filing.
• Support Payroll and salary information management.
• Train, Mentor and Coach WCH staff on HR information;
• Handle general HR support/administration roles;
Essential functional relations
Reports to Senior HR Coordinator.
Essential functional relations include Logistics, Finance, and Program teams.
Roles and responsibilities
1. Support the Recruitment, Selection & Staff Induction processes.
• Receive and process recruitment forms, draft job vacancies, post them to all media platform used.
• Download, screen and shortlist applications, invite shortlisted applicants, suggest interview panelists, participate in interviews.
• Draft job offer letters, employment contracts, confirmation letters and respond to unsuccessful applicants/candidates.
• Maintain proper recruitment information both in hard/soft copies.
• Leads staff induction and orientation processes, ensures staff have all working requirements and tools.
• Ensure staff have signed all WCH documents at orientation.
• Preparation of salary scaling for staff especially new staffs
2. Support staff contracting, leave, performance appraisal process, staff exit and & filing
• Maintain an accurate staff list of joiners, leavers, promotions and current staff
• Ensure all staff have updated contracts and follow up on notice periods with line managers/head of departments.
• Responsible for ensuring that staff Job Description is in WCH format and converting adverts to JDs, drafting score cards for job positions.
• Responsible for keeping proper and accurate employee records in hard and soft copy files.
• Ensure confidentiality of all HR matters at all times.
• Follow up on staff performance management cycle including probationary periods, planning, progress and final evaluation meetings with staff & line managers
• Keep accurate records of leave taken/balances of all types and ensure staff have filled in time-sheets.
• Sending, receiving, and sorting letters as well as drafting correspondence.
• Ensures all new staff are added to the insurance covers, health and GPA timely; And make all necessary adjustments to insurance cover as required.
• Ensure exiting staff follow proper handover procedures and complete the end of service form accurately
3. Support Payroll and Salary Information Management.
• Accurately compile all staff records/changes for payroll purposes by every 20 of the month
• Ensure all staff payslips have been received and filed in personnel hard/soft copy files
4. Train, Mentor and Coach WCH staff on HR information.
• Conduct regular updates to staff on HR matters and policies as well as procedures
• Train, mentor & coach field-based HR staff on recruitment, interviews, performance/leave management
5. Handle general HR support/administration roles.
• Load all HR information to WCH SharePoint platform by 30th of every month.
• Monthly update of telephone communication list by 30th of every month and send to line manager.
• Compile HR report monthly every 3rd of the next month and send to line manager.
• Assist in processing of visa and work permits for international staff when required.
• Preparation of temporary and permanent Staff ID Cards
• From time to time, represent WCH in relevant HR meetings and various forums while upholding organizations values, ethics and principles hen requested.
Qualifications, Competencies and Skills
• Degree in Human Resource Management or any related field.
• Substantial knowledge of the concepts of national employment law.
• Able to provide to deliver effective day-to-day HR services to the field offices.
• 2-4 years of INGO work experience in a medium size organization.
• Demonstrated ability to prioritize, and meet deadlines in a complex and challenging environment.
• Ability to work independently, innovative, proactive and with high level of integrity and confidentiality.
• Strong English writing ability and good communications.
• Politically and culturally sensitive with qualities of patience, tact and empathy.
• The ability and willingness to be extremely flexible and accommodating in a difficult and sometimes insecure working environment.
• Excellent interpersonal and diplomacy skills.
• Ability to work well under pressure with diverse teams from all backgrounds and level.
