Background

The Belgian bilateral cooperation has been active in Uganda for more than 20 years, supporting the Government of Uganda in its development agenda in various (sub)sectors: health, teacher education, skills and employment, environment, climate-smart infrastructure, etc.

The Enabel organisation is experiencing significant growth. In Uganda, the launch of the new country portfolio poses challenges for talent acquisition and development. Thus, in the light of the current Business Plan, the search for talent and the management of expertise is set as a priority composed of 3 main initiatives: building training paths, talent management and setting-up staff for the new portfolios.

The Brussels-based HR team, in close collaboration with the country HR teams, develops an organisation-wide talent management strategy. In this context, the international HR expert will be called upon to support the implementation of this strategy in the Great Lakes region in support of local HR teams.

Job description

Joining Enabel as International HR Expert, you will be directly reporting to the Uganda’s HR Officer and you will be working in support to her duties while collaborating with a team of 2 people (Talent Acquisition Specialist and Learning & Development Expert).

  • You contribute to the implementation of the new performance management system (talent review) and the staffing of the new portfolios;
  • You coach the national HR team to ensure they develop the skills and experience required;
  • You focus on the overall strengthening of the HR processes and strategic HR planning given that staffing in Uganda is planned to reach 200 (almost doubling since June 2021);
  • You advise on the basis of your technical expertise, in order to achieve performance in accordance with national and international norms and standards;
  • You organise knowledge building and knowledge management in order to create an inclusive, informed climate of trust within the project.

Your profile

Requested qualifications 

  • Master’s degree in HR or a related field.

Required experience  

  • At least 5 years of relevant experience covering Talent Acquisition (recruitment and selection processes), workforce planning and staff Learning and Development strategies;
  • An international experience (i.e. in the international development sector and outside your country of origin) is an asset.

Required skills and knowledge 

  • General knowledge of HR approaches and tools, particularly talent acquisition and development
  • Capacity to operate in a multinational environment with an African cultural setting
  • Ability to implement a change process
  • Knowledge management and knowledge building
  • You are results-oriented
  • You have excellent negotiating and communication skills
  • A good knowledge of aspects of international development (context, challenges, application, partners, functioning…) is an asset
  • Knowledge of Human Resources Information Systems (HRIS) such as SAP SuccessFactors is an asset
  • Ability to use new technologies used in the area of expertise
  • Knowledge of sourcing tools like LinkedIn Recruiter is an asset
  • You are fluent in French and English; Knowledge of Dutch is an asset
  • You are willing to carry out assignments outside your country of assignment, mainly in neighbouring countries.

We offer you

  • A varied job in an international environment.
  • A contract of 18 months. You are based in Kampala.
  • A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel expat benefits such as a remoteness, assignment and hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.
  • In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).

The amounts vary in function of relevant recognized experience for the function and family composition.

Following this procedure a shortlist of successful applicants may be constituted which may be sourced in the next three years for similar job openings.
