Background

Enabel in Uganda with funding from the Government of Belgium is seeking to recruit a Sector Expert in Grants Management for the Social Protection Project to be based in Fort portal.

The General objective of this thematic portfolio is: A sustainable improvement of the living conditions of the most vulnerable populations by investing in social protection systems and decent work to promote sustainable, inclusive and socioeconomic development.

Major Roles and Responsibilities

  • You lead the implementation of the project activities in the area of Grants Management by providing inputs for planning, execution, coordination and monitoring and evaluation of activities in order to ensure that the results of the Project (outputs – outcomes) are achieved within the set execution deadline
  • You provide the necessary technical input in the area of Grants Management in order to achieve the project’s technical performance in accordance with national and international norms and standards.
  • You organise knowledge building and knowledge management in Grants Management.
  • You develop capacities of different partners in order to contribute to the improvement of their organisations, their processes and systems and of their staff’s competences.

The Sector Expert in Grants Management will report to the International Sector Expert in Decent Work and Social Protection.

Required Qulifications and Experience

  • Master’s degree in Public Administration, Financial management, Business Law, Economics, Development studies;
  • An additional Post Graduate Diploma in Grants Management is of an added advantage.
  • A Minimum of 10 years’ relevant professional working experience, in the area of Grants Management;
  • A minimum of 5 years’ work experience in the informal sector, or NGOs relating to Grants Management related Project with donor funds;
  • International experience in project management and implementation is an added value.

Required Skills and Knowledge

  • You have broad and in-depth understanding of the various aspects of international cooperation (context, challenges, strengths, partners, functioning, etc.).
  • You have knowledge and experience in Public Financing regulations and PPDA;
  • You have excellent knowledge of the Grants Management Systems especially with regard to Donor funds;
  • You have proven ability to manage teams including personnel management and remote capacity project management proved (project planning and management of financial and monitoring procedures).
  • You are able to establish and maintain relationships and negotiate with government officials, representative(s) of civil society, representatives of workers ‘and employers’ organizations and academics.
  • You have experience in leading work teams to the achievement of objectives and results.
  • You have demonstrated ability to incorporate gender analysis in the implementation of the project.
  • You have the ability to write reports on the organization’s strategy in the field of social protection and employment generated by employment-intensive investment or for the implementation of the project

  • A salary package that comprises the monthly gross salary between UGX 10,000,000 and UGX13,000,000 which is commensurate with experience and in accordance with our salary scales, medical insurance and a 13th Month package paid in December.
