Reports to: Director Finance and Support Services
Responsible for: Procurement & Stores Officers
He/She will be responsible for the Airline’s purchasing and contracting functions. He/She will be the Head of the Procurement And Disposal Unit of the Airline. He will coordinate, advise and provide technical support on all procurement and contracts across the Airline.
Key Roles and Responsibilities:
- Set up, lead, and manage the Airline procurement and disposal department.
- Develop procurement and asset disposal policies, procedures, and regulations to ensure transparent procurement and disposal systems.
- Compile and consolidate annual and medium-term procurement plans for all Airline departments for management and Board approval.
- Annually develop and maintain a list of pre-qualified suppliers of goods and services to enable timely procurement.
- Guide the suppliers and service providers on the Airline procurement procedures.
- Liaise with Director Finance and administration to ensure availability of procurement funds.
- Provide timely technical advice to the Accountable Manager, contracts committee and other stakeholders within the Airline.
- Coordinate evaluations of procurement bids and recommend appropriate procedures.
- Prepare periodic procurement and disposal reports and work plans for the Airline.
- Organize procurement training for the user departments, in line with the Airline procurement procedures and other relevant laws and regulations.
- Liaise with user departments to prepare specifications and terms of reference for procurement of goods and services.
- Work closely with contract managers to ensure effective contract implementation by the contractors.
- Draft contracts/agreement documents for the commissioning of contracts.
- Work closely with the secretary contract committee to ensure that the contracts committee carries out its activities effectively and efficiently.
- Institute policies and procedures for collecting and reporting key metrics that will ensure cost effectiveness in overall expenditure while maintaining productivity.
- Evaluate and enhance purchasing procedures, perform cost analysis, and set appropriate benchmarks for local and overseas suppliers.
- Delegate tasks and supervise the work of purchasing and procurement agents across all departments and Coordinate deliveries.
- Work with multiple vendors to determine the best deals for the company and evaluate the offers based on price, quality, speed of delivery, and other factors.
Qualifications, Skills, and Competencies:
- Experience in Government ministries or agencies Supply Chain management functions, with a specific focus on procurement management, is Mandatory.
- Professionally qualified Chartered Institute of Procurement & Supply (CIPS) Practitioner with at least 3 years experience as head of a procurement unit.
- Bachelor’s Degree in Business Administration, Procurement, Supply Chain Management, Logistics, or Accounting.
- Experience in airline procurement or the Aviation supply industry is preferred.
- Excellent managerial and training skills.
- Good Analytical Skills.
- A seasoned practitioner with good Decision-Making Skills.
- Computer Literacy and Math Skills: Basic math skills will be needed to analyze prices and get the best deals possible.
- Good Negotiating Skills: you will be working with suppliers to create and negotiate the best deals and solutions for the Airline.
- Strong character with high degree of honesty and integrity.
