Position: Protection Team Leader

Reports to: Multi Core Competency Project Manager

Supervisor of: Protection Officers

Duty station: Kampala

Travel: 20%

Responsibilities

Generic responsibilities

• Adhere to NRC policies, guidance and procedures
• Manage protection staff at field office level.
• Implement plan of action for the protection portfolio (activities, budget and documentation).
• Follow up day-to-day progress in project implementation.
• Ensure compliance with NRC policies, tools, handbooks and guidelines.
• Ensure that project activities target beneficiaries most in need, and explore and asses new and better ways to assist.
• Promote and share ideas for innovation and technical improvement.
• Prepare periodic progress reports and other documents related with protection activities.
• Ensure capacity building of protection staff and transfer key skills.
• Liaise and collaborate with relevant local authorities and stakeholders in implementing protection activities.
• Promote the rights of refugees, IDPs and Host communities in line with the protection strategy.

Specific responsibilities

1. Lead the supervision of the Kampala Urban protection team.
2. Ensure the implementation of Kampala Urban protection activities.
3. Promote integration of protection in NRC area programmes, in collaboration with the Multi Core Competency Project Manager, Protection Specialist and Area Manager.
4. Support overall budget and procurement oversight, in collaboration with the Multi Core Competency Project Manager
5. Liaise with M&E and the Community Consultation and Referral Teams (Complaints and Feedback Mechanism) to ensure a quality and context-appropriate response.
6. Contribute to donor reports on project outputs and activities, according to specified internal timelines.
7. Provide leadership on capacity building for urban protection programming.
8. Implement protection information management systems, in cooperation with the Community Consultation and Referral Teams.
9.  Ensure that all protection risk identified cases are responded to in a reasonable time frame and where necessary referred to the concerned focal point and / or to the Area Manager.
10. Contribute to context analysis, protection needs assessments and trends identification.

• Documented results related to the position’s responsibilities required
• Solid computer skills, including MS Word, Outlook and Excel required
• Ability to work diligently both independently and in a team setting required
• Knowledge about own leadership skills/profile required
• Willingness to travel regularly to the field is required
• Fluency in English, both written and verbal required; knowledge of local languages of South West Uganda will be an asset

Context related skills, knowledge and experience 

1. University Degree in Law, Social Science, Economics, Administration and Management or a related field is required.
2. At least 3 years of professional experience working with humanitarian organizations (international and national), while experience working in an emergency setting and filed location is an asset.
3. Strong knowledge of both National and International Protection Principles and policy frameworks in relation with refugee management systems in Uganda is required.
4. Strong understanding of Protection risks identification and response in Uganda is desirable.
5. Collaboration with stakeholder dynamics relevant protection of displaced persons in Uganda is key.
6. Strong interpersonal skills and ability to work with ease in a multi-cultural setting is strongly required.
7. Knowledge of urban refugee languages is added advantage
