Procurement/Logistics Officer (1 Positions )
Reports to: • Head of Procurement Unit
Workstation: • MOH Kampala
Job Purpose: • Managing the Procurement and Logistical Supply System and Strategy of the MOH-CDC CoAG
Duties and Responsibilities:
• Monitoring the implementation of the procurement plan for the projects.
• Preparing bidding documents for acquisition of goods, works and non-consulting
services under request for Quotations.
• Preparing Local Purchase Orders(LPO).
• Ensuring that Pre-bid/Pre-proposal meetings, evaluation meetings Contracts committee meetings and site meetings are properly planned and held as per schedule.
• Ensuring that bids/proposals are properly received and opened and a record of opening signed and kept on file.
• Participating in evaluation of bids or proposals and ensuring that evaluation reports are prepared and signed by evaluation Committee.
• Ensuring that submissions to the contracts committee are prepared and submitted two days before the meeting.
• Tracking expiry dates of contracts, bid securities advance payment guarantees and performance securities, advance payment guarantees and performance securities and ensure extension.
• Maintaining complete procurement files and records and ensuring safe custody, easy access and retrieval.
• Preparing monthly procurement progress reports.
• Monitoring and tracking contracts being processed, consult and work closely with contract managers to identify constraints or challenges or issues especially deviations from agreed procurement schedules.
• Coordinating with user departments for timely initiation of procurements.
• Performing any other duties that may be assigned by the supervisors.

Qualifications and Training
• Bachelor’s Degree in Procurement and Supply Chain Management, Commerce or related discipline.
• Must have a full professional qualification in a Procurement field of study.
• Five (5)years working experience gained with a reputable Public or Private organization
• Good knowledge of PPDA guidelines and Regulations
