Job Title: • Oxygen Task Force Coordinator
Reports To: • Incident Commander – COVID-19 Response
Works station: • MOH Headquarters Kampala
Job Purpose: • Coordinating specifically the Oxygen Task Force at the Ministry of Health (MoH).
Duties and Responsibilities
• Attending incident management meetings and follow up on actions directed to the Oxygen Task Force.
• Coordinating participating entities public/private and or civil Society Organizations in the Oxygen Task Force
• Identifying Focal Persons for information sharing, capacity building, training and maintaining an up-to-date list of contacts at the secretariat.
• Facilitating engagement with implementing partners to ensure that effective and efficient delivery of services and reporting to MoH
• Managing a shared electronic folder with up-to-date documents to ensure that Focal Persons have access to current information in real time.
• Ensuring that operational activities are executed within allotted timelines.
• Attending and conducting regular meetings with the Oxygen Task Force to discuss about operational updates, ideas and issues.
• Providing regular progress reports to the Incident Commander.
• Identifying new and emerging risks and ensuring these are either managed effectively or communicated to the incident commander as appropriate
• Supporting Oxygen Task Force to summarize and share data on a regular basis on the cases and oxygen hospital requirement from the CTU around the country.
• Analyzing qualitative data (e.g. key informant interviews; FGDs and field notes).
• Supporting data management and analysis methods to build spatial databases and reflect results on maps.
• Supporting MoH staff to develop presentations on oxygen status.
• Preparing technical reports and other communications materials in on covid-19 case management as required and edit and provide comments on reports generated by technical consultants and partners.
• Supporting the preparation of training materials related to oxygen capacity and coordinate or organizing webinar trainings or physical workshops, and ensuring the cascade of trainings to both health workers.
• Preparing technical reports, lessons learned for the oxygen Task force
Competencies
• Demonstrated ability to work with all Ministry Health tiers in Uganda from MoH
Leadership personnel to Regional Referral Hospital Directors and District Health Officials.
• Strong coordination and presentation skills.
• In-depth, knowledge of the evolving Health Environment in Uganda
• Ability to interface with Senior MoH Leadership to articulate the oxygen requirement situation in Uganda.
• Ability to assess the requirements of a Project and determine the most efficient and respond in an emergency mood.
• Good computer skills including knowledge of advanced power point and oral presentation is required.
Qualifications and Training
• Bachelor’s Degree in Medicine or Health Services Administration, Public
Administration, Public Health, Business Administration, Management, Accounting,
Finance, Nursing or Pharmacy and other related fields.
• Three (3) years progressively responsible experience in a management position.
• Experience working with Government Uganda Ministries and Multilateral Partners both
local and international.
