Background
Enabel in Uganda with funding from the Government of Belgium is seeking to recruit a Finance and Administrative Expert for the Social Protection Project to be based in Fort Portal. This recruitment will also constitute a pool selection for the same position.
The General objective of this thematic portfolio is: A sustainable improvement of the living conditions of the most vulnerable populations by investing in social protection systems and decent work to promote sustainable, inclusive and socioeconomic development.
Major Roles and Responsibilities
- You support the intervention team in financial, tendering, grants and logistical issues.
- You provide the necessary technical input in the area of financial management in order to achieve the project’s and country technical performance in accordance with national and international norms and standards.
- You contribute to knowledge building and knowledge management in Grants.
- You develop the capacities of partner entities in order to contribute to the improvement of their organisation, processes and systems and of their staff’s competences.
- You lead the team of which one is the hierarchical supervisor in order to have qualified and motivated staff.
The Finance and Administrative Expert will report to the Portfolio Manager of Enabel in Uganda.

Required Qualifications and Experience
- Master’s degree in Business Administration, Financial Management, Economics, Grants Management or any other related Financial Management Courses.
- A Post Graduate degree in Financial Management.
- Professional Courses in Financial Management (ACCA and CPA) are of an added advantage.
- A minimum of 10 years’ experience in Financial Management in a reputable organisation or in Development co-operation.
- A minimum of 5 years’ work experience in Grants Management and donor funds.
- International experience in project management and implementation is an added value.
Required Skills and Knowledge
- You have broad and in-depth understanding of the various aspects of international cooperation (context, challenges, strengths, partners, functioning, etc.).
- You have knowledge in Financial Management policies and procedures, budget management and financial analysis.
- You are knowledgeable about the management of grants, donor funds and capacity building of grantees.
- You are familiar in using an ERP-Financial Management tool.
- You have knowledge in Public Financing regulations and PPDA
- You have good knowledge of standard ICT applications (Excel, Word, PowerPoint and Other On-line programs).
- You are knowledgeable in audit preparation and execution of audit feedback.
- You are very skilled at solving problems and you adopt a solution- and results-oriented approach;
- You show respect and are able to build relations on the basis of credibility and expertise.
- You show engagement, sense of responsibility and integrity.
- You are flexible and can work in a changing environment.
- You have experience and knowledge in Leadership and People Management.
