Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Programme Policy Officer (Crisis Response), NOAB to be based in Kampala. The selected candidate will be employed on a Fixed Term contract.

ORGANIZATIONAL CONTEXT

The position is based at the Country Office, providing support to policy and programme design, monitoring and implementation of activities under the Strategic Outcome 1 of the Uganda Country Strategic Plan 2018-2025, that seeks to effectively meet the food assistance needs of refugees and other crisis affected people. This is done in close collaboration with other Country Office Units, Area Offices, Field Offices, Government Entities and other partners including the UN Refugee Agency (UNHCR) and Cooperating Partners.

JOB PURPOSE

The position is accountable and responsible for the delivery of quality outputs in relation to annual budget planning, financial monitoring and reporting, while ensuring timely allocation of funds to programme activities (General Food Assistance, Nutrition and Capacity Strengthening) and Area Offices, while tracking budget utilization against plans and grant relevant funds within the approved period.

KEY ACCOUNTABILITIES (1/2))

  • Efficient management of resources including in-kind food and Cash Based Transfers (CBT), planning and effectively utilizing programme non-food items in a timely manner and according to WFP standards and procedures.
  • Ensure the timely provision of General Food Assistance to refugees and other crisis affected populations in Uganda.
  • Lead on the development of budget estimates for transfer & capacity strengthening related costs (Cooperating Partners, staff and other related costs) and implementation costs (staff and non-staff cost) for all activities in close consultation with Area Offices, activity managers and functional leads (VAM, M&E, Nutrition, PDU).
  • Oversee the consolidation of the quarterly expenditure forecast plans for Activity 1 and Activity 2 of WFP’s CSP in Uganda and follow up when funds are pushed down to Area Offices or Activity Managers for spending. This will require the preparation of annual and quarterly disbursement forecasts for all components of SO1 activities, in line with the programme’s procurement and work plan.
  • Ensure compliance with internal control framework by overseeing the creation and closure of Purchase Requests (PRs) and Purchase Orders (Pos) by Crisis Response, Nutrition and Area/field offices working closely with Finance, Budget and Programming, Procurement units.
  • Support the identification, development, management of potential partnerships and liaison with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.

KEY ACCOUNTABILITIES (2/2))

  • Provide project management support to General Food Assistance (GFA) and Nutrition programmes, ensuring a coordinated approach with wider programmes and compliance with WFP standards and procedures.
  • Contribute to Crisis Response unit annual performance plan (APP) and quarterly programme reviews.
  • Contribute to accurate and timely reporting on GFA programme activities that enable informed decision making and consistency of information presented to stakeholders.
  • Support the SO1 Manager with the development and review of concept notes, briefing documents and presentations for internal and external audiences.
  • Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs.
  • Contribute to preparedness actions, such as early warning, risk analysis and contingency planning.
  • Others tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced/Masters University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or another field relevant to international development assistance.
Language: Fluency in oral and written English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least five years of postgraduate progressively responsible professional experience in the private or public sector demonstrating high performance.
  • Proven experience in humanitarian or development programme management, including cash programming and/or supply chain principles.
  • Proven experience leading teams.
  • Proven capacity to manage sensitive strategic partnerships for the design and set-up of a joint projects

OTHER SPECIFIC JOB REQUIREMENTS

  • Deepened technical knowledge through exposure to technical teams in the area of humanitarian needs assessments (food or basic needs assistance).
  • Demonstrated capacity to prepare and analyse budgets and forecasts to support the development of recommendations for senior leadership on financial and business planning matters in accordance with Value for Money principles.
  • Has been responsible for the preparations and management of budgets in a humanitarian/development organization
