About the context and the role

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organisation with over 60 years of experience in helping to create a safer and more dignified life for people affected by displacement. NRC advocates for the rights of displaced populations and offers assistance through its core competencies (CCs): Camp Management, Education, Livelihoods and Food Security, Information Counselling and Legal Assistance, Shelter, and Water, Sanitation & Hygiene.

Conflict, economic decline and food insecurity in neighbouring countries such as Democratic Republic of Congo, Burundi, South Sudan have caused a large number of refugees to seek sanctuary in Uganda. As of December 2018, Uganda is hosting 1,190,922 refugees, the largest of any country in Africa.

It is with this backdrop that we are seeking an ICLA Specialist for our Uganda Programme. The ICLA Specialist will be responsible for the technical development of ICLA, for setting the strategic direction of our programmes from an ICLA stand point and for quality control. The ICLA Specialist will further be responsible for mentoring, training and building the technical capacity of programme staff.

As the ICLA Specialist, you will be specifically responsible for:

  • Ensuring overall quality of the programme, including through community based approach and continuous learning, in collaboration with M&E Unit;
  • Continuing to seek new and innovate project interventions to ensure program diversification and expansion within context limitations;
  • Ensuring compliance with donor commitments and requirements including through PCM;
  • Supporting ICLA program teams in the implementation of ICLA strategy action plan;
  • Ensuring the drafting and roll-out of the relevant guidance and tools for the provision of legal aid and protection services in consultation with the protection specialist;
  • Producing regular evidenced-based policy briefing papers and analysis that contribute to the protection trends analysis and other advocacy initiatives;
  • Carrying out regular analysis to ensure programme relevance, efficiency and impact;
  • Provide capacity development initiatives to local partners on legal aid, case management and on refugees’ laws, rights and obligations, in collaboration with NRC Partnership unit.

To be successful in this role you must have:

  • A minimum 4 years of experience within technical expertise area in a humanitarian/ recovery/development context
  • Experience in human rights/access to justice programing
  • Previous experience from working in complex contexts
  • Documented results related to the position’s responsibilities
  • Experience working in coordination and liaising with external actors
  • Ability to multi-task and work with short deadlines

Responsibilities

Generic responsibilities: 

  • Develop ICLA strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
  • Identify trends technical standards and donor priorities.
  • Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support.
  • Ensure that key learnings are extracted from ICLA implementation, and incorporate them in ICLA and staff development processes.
  • Contribute to systematic training and build capacity of technical staff, in approaches including youth, gender, environment and protection.
  • Contribute to the institutionalization of cash-based interventions and market based programmes though capacity building, guidance and SOP development and interdepartmental engagement.
  • Represent NRC in relevant forums/clusters, including with national authorities and donors.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

  • Produce regular evidenced-based policy briefing papers and analysis that contribute to the protection trends analysis and other advocacy initiatives.
  • Carrying out regular analysis to ensure programme relevance, efficiency and impact.
  • Provide capacity development initiatives to local partners on legal aid, case management and on refugees’ laws, rights and obligations, in collaboration with NRC Partnership unit.
  • Maintain strong relationships with relevant stakeholders at both national and field level.
  • Ensure increased integration and multi sectoral approach in line with the Country strategic initiatives.
  • Study specific ICLA contextual aspects and issues and produce strategic and programming analysis to develop ICLA core competency in Uganda
  • Provide ICLA related strategic and technical inputs into the Protection Working Group and other relevant country or field level fora.
  • Support the ICLA teams to ensure proper functioning of M&E systems and timely reporting.

Qualifications

Required Professional Competencies:

  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery/development context
  • Experience in human rights/access to justice programing
  • Previous experience from working in complex contexts
  • Documented results related to the position’s responsibilities
  • Experience working in coordination and liaising with external actors
  • Ability to multi-task and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision
  • Fluency in English, both written and verbal
