role PURPOSE

The position contributes to this goal by supporting the finance function in the designated programme area by ensuring efficiency, effectiveness and value for money transactions.
Dimensions of the Role
- Managing efficient financial processes of the Programme Area
- Supervises the Assistant Accountant
Accountabilities
- Cash Management & Disbursement
- Reviews Petty cash replenishment vouchers and carry out surprise petty cash count on a regular basis as per Plan Uganda’s financial guidelines
- Reviews payment requests for accuracy, proper coding and completeness in line with the check list
- Prepares monthly cash forecasts and refresh for the program area in line with Plan Uganda’s finance guidelines.
- Posts journal entries and reverses journal vouchers on clearing documents
- Clears parked documents
- Clears all payments in SAP according to the financial procedures
- Creates cheque lots and attach cheque numbers to vouchers in SAP
- Effects statutory deductions from service provider’s payments and remits to relevant organizations as per statutory deadlines
- Reporting & internal controls
- Prepares financial reports (BVA, target balance, partner advances, and cost recovery for PU shared costs)
- Prepares Bank reconciliations statements as per the format
- Prepares balance sheet account reconciliations reports
- Ensures segregation of duties in the financial processes is adhered to
- Advance management
- Create internal orders for partner advances
- Provide financial trainings to CMP groups and partners as and when required to do so
- Carry out expenditure verification of partner advances according to the guidelines
- Liquidate submitted partner advance accountability in the system when complete as per guidelines
- Review advances submitted by employees and liquidate in the system
- Budget management
- Prepare annual program area operations budget
- Consolidate and regularly update program area annual budget
- Monitors expenditure to ensure adherence to budgetary limits
- Maps WBSs in HRIS to staffs for timesheet processing
- Ensures that budgetary allocations are spent and recorded in the Financial year
- Human Resource Supervision and Administration;
- Supervises, coaches and trains subordinate staffs in Plan’s systems, procedures and policies
- Appraises and evaluates employee performance as per the performance cycle
- Instils values such as team work, empowerment, customer care, etc in the finance staffs
Dealing with Problems:
- Resolving problems that are not covered by existing processes
Key relationships
- Program Area Manager: – Day to day finance processes.
- Other finance staff: – Follow up on funds for the PA, sending financial reports, communication on period closure, etc.
- Program Staff: – Provision of support in budget monitoring, Clarifications on supporting documents while reviewing payments, generating transaction listing
Technical expertise, skills and knowledge
Knowledge
- Bachelor’s Degree (Hons) in Commerce or Business Administration majoring in Accounting
- Part professional qualification in accountancy (CPA, ACCA) at intermediate or affiliate level.
Skills
- Minimum of three years working experience as an Accountant in a busy organization and at a responsible supervisory level is essential.
- NGO experience is an added advantage

Additional Responsibilities:
Child Protection Policy Responsibilities (mandatory for all staff)
- Adhere to the Child Protection Policy, Code of Conduct and reporting any CPP issues.
- Responsible for the implementation of the CPP standards as they apply to area of responsibility plus the development of actions to address identified gaps and monitoring their effectiveness.
- Ensure that all Plan International partners, visitors and associates in his/her area of responsibility are provided with, are made aware off and have signed and returned a copy of the child protection policy. Inform the partners, visitors and associates that they must comply with the policy in all contacts and communications with children during their visit.
