Senior Associate Finance, Uganda
The Senior Associate – Finance will provide financial and administrative support to the Uganda Country Program and the Project in particular. The role of the senior associate is to provide technical support with the processing of financial affairs and monitor compliance with GGGI Financial Regulations and Rules.
The GGGI Uganda team exists out of about 20 people and a hand full of earmarked funded projects that the senior associate will support. For this specific project, the senior associate will be part of a team of 5 full time staff members, several firms, as well as internal (GGGI) and external part-time experts and consultants to ensure timely and high-quality delivery within the assigned budget.
PURPOSE
- Assisting in the preparation of budgets, managing records and receipts.
- Reconciliation of Uganda office and its projects daily, monthly and yearly financial transactions and processing invoices. This will include but not limited to payment of staff entitlements, final payments, travel claims, vendor invoices, agencies and any other allowances for payments
- Be a key point of contact for project teams on financial and accounting matters and support the HR Finance team with projects and tasks when required.
- Aid in the preparation of activity budgets and the logistics of GGGI Events in Uganda.
- Take lead in of GGGI’s budgeting systems (in ERP) and people planner (in ERP) while ensuring the integrity of financial and management systems and the controls that underpin them.
- Lead and enhance the monitoring of project budget and track expenditures to ensure that programme resources are optimally allocated and utilized.
- Ensure adherence to GGGI policies across procurement, legal, HR and finance.
- Support the Country Representative and the Project Manager in monitoring the ongoing project(s) both substantively and financially.
ENGAGEMENT
- Provide advice, financial interpretations, adaptations, and corrective actions in response to audits and other queries to ensure adherence to the GGGI Financial Regulations and Rules, Staff Rules, Administrative Instructions.
- Take lead in preparing annual budget, providing monthly forecast and monitoring of the Uganda expenditures subsequently ensuring charges in the GL journals are charged to the correct codes.
- Ensure the completion of corporate financial returns such as, monthly progress report (financial aspect, budget adjustment rounds during the year, year-end pack return etc.);
- Guide the preparation of financial documentation for projects and ensure accuracy of project financial reporting.
DELIVERY
- Monitor and ensure the compliance with GGGI Financial rules and regulations in implementation of GGGI Uganda’s administrative and project activities.
- Ensure the review and verification of completeness of financial and administrative documentation supporting invoices and payment requests.
- Monitors project activities to ensure consistent/appropriate use of resources, delivery proceeding on schedule and operational demands are within project parameters.
- Safeguards, Poverty Reduction and Social Inclusion are key for this Project and need to be mainstreamed and/or applied in all deliveries and outputs.
QUALIFICATIONS
- A University Degree in any one of the following accounting, business administration, economics, management, public administration or a related field.
- Previous experience with projects funded by KOICA or the Republic of Korea is an advantage
- At least five years relevant experience in finance and administration or any other relevant field.
- Certification as a Certified Public Accountant (CPA), Chartered accountant (CA) or
- equivalent is desirable.
- Experience in financial management and/or project budget management.
- Experience in organising workshops and logistics, including travel of participants.
- Fluency in English and excellent writing skills are essential.
- Knowledge of green growth and climate change issues would be an advantage.

INTRODUCTION & BACKGROUND
Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth”, which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.
GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.
GGGI, hosted in Uganda by the Ministry of Finance Planning and Economic Development, has been closely working together with its Government and Non-Government partners and the Korea International Cooperation Agency (KOICA) and to design a 2-Phase program titled “Strengthening Solid Waste and Fecal Sludge Management Capacity of the Greater Kampala Metropolitan Area” of which the first phase (24 months likely to start in June/July 2022) is currently being contracted.
The long term impact objective of GGGI Uganda and the program is that “Uganda achieves strong, inclusive and sustainable economic growth”. While the project objective is “Strengthening Solid Waste and Fecal Sludge Management Capacity of the Greater Kampala Metropolitan Area”.
The first phase of the project will focus on supporting the Government of Uganda with the identification of potential sites for Solid Waste Collection and Diversion (recycling) centers and Feacal Sludge Treatment Plant(s) in the Greater Kampala Metropolitan Area (GKMA) accompanied by feasibility studies to estimate their viability. The Government of Korea has already expressed interest in funding a second phase of implementation of one or several of the identified sites. GGGI furthermore commits through this assignment to identify other or additional financing if needed for the viable locations.
Additionally to the site selection, feasibility studies and the shaping of the business model and identify potential financial structures. The project will also support the development of necessary National and Sub-National policies, for example ordinances and by-laws, where needed and relevant to further facilitate improved Solid Waste Management (SWM) and Feacal Slude Management (FSM) practices in the GKMA.
WORKING CONDITIONS
- GGGI Uganda has a Host Country Agreement in place with the Government of Uganda and therefore in case of international candidates this is a Diplomatic Post.
- The chosen candidate is expected to be based in Kampala, Uganda and will have dual reporting lines to both the Project Manager and the Country Representative (also based in Kampala).
