Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ORGANIZATIONAL CONTEXT

These jobs are found primarily in Country and Field Offices and report to the Deputy Country Director, Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation. Job holders are likely to be part of a team where senior support is readily available and may supervise a small number of junior staff to ensure that activities and project objectives are achieved in full.

JOB PURPOSE

Uganda is one of the seven countries selected by the global BMGF initiative on Digital Financial Inclusion (DFI) and Women Economic Empowerment (WEE) and has been allocated USD 500,000 for a period over two years (2021/22). UGCO will be applying the D3 (Design, Digitize, Direct) framework on WFP cash programmes to come up with financial inclusion approaches that can be sources of learning for improved self-reliance programming and for streamlining gender transformative programming across the portfolio. Project-specific staff will be required to support with unique expertise and/or additional manpower to ensure efficient and effective grant implementation.

The initiative will target refugees receiving cash based GFA in Nakivale settlement. The grant duration is from January 2021 to December 2022.

The M&E Coordinator will be responsible for creating and aligning project data collection, analysis and reporting mechanisms across the various project activities in line with the project learning questions and deliverables.

KEY ACCOUNTABILITIES (1/2)

  • Design a project monitoring and evaluation plan based on the approved Uganda action plan for the initiative using indicators developed for the project at the global and national. Update the monitoring planning trackers and develop/adapt data collection tools
  • Train enumerators and field staff on data collection process.
  • Produce and Disseminate dashboards for live data analysis, with core project indicators connected to MoDa digital collection system.
  • Demonstrate project outcome focused results through collaboration with the research consultant on how best to answer the project learning questions per the action plan; and agree on task sharing with the research consultant on information collection and analysis for the different action items.
  • Produce frequent project-specific monitoring and evaluation progress reports with status of results and implementation of improvements.

  • Prompt sharing of M&E findings with the Project coordinator to ensure that corrective actions are taken expeditiously.
  • Train national and partner staff in appropriate women focused monitoring and evaluation techniques to build capacity of staff, increase awareness on the importance of gender in monitoring and evaluation and encourage accountability for demonstrating results.
  • Work in close collaboration with WFP counterparts and external cooperating partners to strengthen the quality and consistency of project monitoring and evaluation activities in Nakivale data quality, accuracy, and consistency to build credible performance evidence in line with the BMGF project objectives.
  • Follow through on project objectives specifically on Digital financial inclusion and Women Economic Empowerment indicators throughout the project.

STANDARD MINIMUM QUALIFICATIONS

  • Bachelors Degree in Statistics, Population Studies, Social Sciences, Development studies and or related discipline with post graduate training in research (Qualitative and quantitative data collection and analysis), monitoring and evaluation.
  • At least four (4) years of progressively responsible and professional experience in Monitoring, Evaluation and Learning with expertise in developing project monitoring, evaluation and learning plans.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Ability and experience in data management including data quality assurance, data visualization and development of dashboards.
  • Experience of managing stakeholders: Cultivated sustainable relationships with office colleagues, local NGOs, and implementation partners.
  • Research experience: collecting and analyzing qualitative and quantitative data using a variety of tools and approaches.
  • Demonstrates understanding qualitative and quantitative Methodology and demonstrates understanding of developing practice in analytical approaches, methods, and tools.
  • Applies programme lifecycle knowledge to the development of monitoring systems and co-leads Programme Review implementation, and draft initial findings and recommendations on the effectiveness of food assistance activities.
  • Experience in capacity building and training in M&E including research and data collection.
