Duty Station : Global Fund Offices, Kampala, Uganda
Engagement Terms : Two (2) years Contract Renewable upon satisfactory performance.
Department Summary:
The Global Fund Finance Unit is responsible for all financial functions including accounting, Payments, Payroll, budgeting, financial reporting, and compliance.
The Global Fund Finance’s internal Policies and procedures. In its role as a support to the National Facilitator and the Program team to ensure that Financial resources are used efficiently and effectively.
Overall purpose/Broad Function:
The Senior Finance Officer is responsible for all aspects of financial management of the country program, ensuring compliance with Global Fund internal policies and procedures.
Key Duties and Responsibilities;
Oversee and manage daily program- wide accounting and finance functions including timely recording of transactions, cash management, payroll, inventory management, Advances Ledger, and payables.
Plan and implement systems for financial operations in the country office and in area program
Officers in accordance with donor regulations; including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping, grant management and compliance.
Train and supervise finance staff in the program.
Prepare Financial report, for review to donors in line with donor requirements and templates.
Assistant in developing annual fiscal year budgets together with the Finance Manager.
Continuously stay abreast with donor policies, procedures, rules and regulations; compile and update applicable local policies; train Global Fund Staff in these policies.
Ensure compliance with Global Fund financial policies and procedures.

Supervisory Responsibilities;
This Position supervises Accountants in the Finance Unit
Education/Professional Designations/Experience;
Bachelor degree/B.COM/BBA or equivalent in accounting or finance is required. An advanced degree is preferred.
Minimum of five years of progressive financial management experience is
required.
Must be a member of ACCA or Certified Public Accountant (CPA U). Post
Graduate Diploma in Financial Management is an added advantage.
Minimum three years of experience from an international NGO is required;
international NGO Field office experience is preferred.
Demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and the proven ability to translate technical financial data into informative reports.
Strong accounting skills and experience, including management of financial transactions, journal entries, payroll, advances Leger and Statement of Financial Position.
Advanced computer skills in MS Office programs, particularly Excel
Prior staff supervisory experience and strong organizational skills are desired.
Excellent oral and written English skills.

An ability to support programmatic objectives with timely and meaningful financial information is essential. Demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary.
An impeccable professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with donor policies and procedures is essential.
