Job: Registration Assistant

ORGANIZATIONAL CONTEXT

The Government of Uganda is responsible for the registration of refugees on its territory with the support of UNHCR. Given the ongoing mass influxes, the need to update refugee data and the movement of refugees between sites, UNHCR supported the government to biometrically re-enrol all refugees in Uganda to update the data and to enable the provision of humanitarian assistance. Following the re-enrolment, the current number of refugees in the country stands at 1.1 million with the data stored in UNHCR’s proGresv database.

The UNHCR SO Kyangwali  is managing refugee operation in refugee settlement in Kyangwali that hosts 125,039 refugees and asylum seekers, of which 121,974 are refugees while 3,065 are Asylum seekers.  96% of the overall population are of Congolese Nationality from DRC, followed by South Sudanese with (2.7%), Other nationalities include; Rwandese, Sudanese, Burundian, Somalis, Ethiopian and Kenyan. The population comprises of 53% female, 56% children and 3% are elderly. There are numerous distribution activities that are being implemented in the area of responsibility through GDT that requires close protection monitoring and coordination with partners and authorities. The incumbent is responsible for supporting all activities related to registration, which may also include functions related to reception, filing and data management. S/he responds to queries from asylum seekers and refugees regarding UNHCR’s registration procedures and their rights and entitlements.

Since the launch of the Litigation process as a Protection tool in 2018, there has been significant progress in handling complaints at the Food Distribution Points which has lessened cases pilling up at the offices. To achieve effective coordination and quicken the process of food distribution, UNHCR jointly with WFP created additional Food Distribution Points to lessen crowds as per SOPs of the MOH in the COVID-19 era. Currently there is only one Protection Assistant Litigation after the contract of the second candidate expired on 31st December 2019.

In 2019, there were two (02) staff hired for litigation with one lost at the end of the year 2019 staffing review. However during the 2020 year end staffing review process, the Protection Unit at the Sub-Office 2020 saw it imperative to have an additional Litigation staff in 2021 to manage the systems, and thus request to reinstate at least one position since Kyangwali has only one Protection Assistant Litigation yet, there are 3 Food Distribution Points (FDP).  The assignment will be fully based and completed from the Kyangwali and will hence require field presence for the duration of the assignment.
