CONSORTIUM PROJECT AND ORGANIZATIONAL DESCRIPTION
PlayMatters is a 5-year $100 Million USD consortium project, funded by the LEGO Foundation and led by the International Rescue Committee (IRC). PlayMatters is designed to promote wellbeing and learning through play for all conflict-affected children aged 3 to 12+ in Tanzania, Ethiopia and Uganda, working with stakeholders including children, caregivers, educators, communities and education systems. War Child Holland’s (WCH) role in the consortium includes co-leadership of the research agenda with IRC, as well as designing and implementing MHPSS/ Wellbeing interventions and resources that promote learning through play that will be implemented by the consortium partners and form part of the PlayMatters Play Library and Play Kits.
THEORETICAL FRAMEWORK: overall theory of change for wellbeing within PM
Psychosocial wellbeing is regarded as a pre-requisite for readiness of the different stakeholders to engage in Learning through Play activities. Either as caregivers/educators being ready to function as an enabler of Learning through Play activities or as child or adult participating in Learning through Play activities.
Strengthening the wellbeing of educators, caregivers and communities as well as providing these stakeholders with tips on how to deepen their skills of supporting children to engage and benefit from Learning through Play is key to the success of PlayMatters.
SCOPE OF WORK
War Child Holland leads on the development of the psychosocial support and wellbeing content of the PlayMatters Consortium. The objective of the wellbeing content is two-fold: developing content (materials and approaches) that will support and strengthen systems actors to integrate Learning through Play activities and strategies into the existing structures and practices; and developing content that is geared toward the end-user (caregivers, community leaders, educators, children). The content will consist of different modules that can be integrated/added on to either already existing packages and/or to the newly developed Play Matters package. In addition, stand-alone psychosocial support modules/interventions will be developed (e.g. caregiver support groups, targeted mentoring for educators, etc.). War Child Holland and the PlayMatters consortium have already collected some data that can inform the actual content development. For example: behavioral mapping provides insights in beliefs and attitudes from caregivers and children as well gives a first insight in daily routines, scoping of literature in regards to wellbeing and play have been conducted and a content review provides insight in current resources available in the settings of implementation. Content will focus on the development of 2 specific modules, namely: 1) caregivers emotion regulation (including the sub-topics pre-occupation, anger management and stress-reduction); and 2) parent-child attunement. War Child Holland has already generated a mapping of existing resources and packages in regards to the two before mentioned topics. The mapping has resulted into a rough draft of components known as being effective/promising. Combined with the assessment and literature review this will be point of departure for the consultant for content development.
As the Play Matters consortium departs from a socio-ecological approach the consultant will also be asked to identify possible linkages and possible methods that can be used to connect the to-be-developed modules to community structures and higher-level system-structures (within both refugee and host community settings). As a hypothetical example, the consultant could indicate how stand-alone individual caregiver support might be linked to an existing community structure by developing accompanying psycho-education sessions discussing similar topics as in the individual caregiver support module.
Expected LOE of component consultancy elements (per consultant): 42 days total
- Carry out desk review with a focus on analyzing existing reviews and assessments to gain insight in possible directions for content of the 2 different modules. This includes gathering additional resources where needed: 10 days
- Develop and write-down content for the 2 modules, including write-up of key (-elements) guidance/accompanying documents: 20 days
- Develop suggestions linking modules for caregivers to community and system-level: 5 days
- Review workshop, including preparation: 2 days
- Validation workshop with Caregiver CDC (and Community CDC) , including preparation: 1.5 days/workshop: 3 days
- Finalize write-up of modules and accompanying key documents: 2 daysDeliverables:

QUALIFICATIONS
- A Masters degree in Education, Psychology, International Development, or Social Sciences-Related discipline;
- Experience with MHPSS programs and interventions
- Experience in designing, developing and adapting content, methods, tools, programs, interventions as well as designing and delivering trainings. Experience in developing both integrated content as well as stand-alone intervention(-modules) is a plus.
- Experience in forms of Teacher Professional Development and skills transition
- Knowledge of East Africa context as related to children’s development and wellbeing
- Strong advisory skills, understanding of (learning/capacity strengthening) needs
- Excellent collaboration skills
- Good facilitation skills & intercultural sensitivity
- Good communicator, willing to share knowledge and experience
- Fluent English speaking and writing ability.
